Introduction
Death cases are the worst told stories in the world yet there is a chance for every individual to be entitled to affordable care. The total number of deaths per 100,000 people is 666 people. The death toll in Florida is overwhelming according to other states (Timeframe, 2016). The cause of deaths is connected to ICD-1o codes (Timeframe, 2016). US economy has devolved healthcare thus causing various disparities. In most cases, people of one state can acquire affordable Medicaid service while other countries face a challenge of Medicaid (Timeframe, 2016). This paper seeks to analyze Florida, California, New Jersey and Wyoming state Medicaid expenditure challenges and possible recommendations.
Florida State has recorded a 15% change in pre-ACA average monthly enrollment in conjunction with total monthly Medicaid enrollment. Florida State spent a total of $23 billion (Gilman, Becker, McPherson, Lee & Singh, 2018). From the $23 billion Medicaid expenditure, $9.5 billion was reported to come from the spending by the state (from the state's general funds) (Gilman et al., 2018). The reason why Florida portrays various controversies in Medicaid costs is the fact that the country has severally suffered from lack of appropriate Medicaid procedures which results in an excessive program costs and Florida state's budget (Gilman et al., 2018). Therefore, Florida state spending is a total of $9.5 billion while the whole $23 billion Medicaid value accounts for 31.1% of the Florida state budget.
Total Insured, Federal Medicaid
Florida state covers for 206% Medicaid for people aged zero to one-year-old, 140% for 1-5 years, 133% for 6-18 years and for separate CHIP 210% (Timeframe, 2016). The total Medicaid eligibility is at 191% which is below Georgia as the leading state while is above Alabama which is at 141%.
The federal spending on Medicaid has been increasing since 2012 (Gilman et al., 2018). In March 2017, the enrollment to the Medicaid program rose to 4,360,830 meaning that the spending per enrollee will result to a precedent increase in both state and federal spending (Gilman et al., 2018). Acute care services, long-term care services, payment to Medicaid, fee-for-service and managed care are the categories of Medicaid that contribute to the rising Medicaid cost by both federal and states like Alabama, Georgia and Florida (Gilman et al., 2018). In Florida, the most significant portion of Medicaid spending was on managed care. The second largest part was found to have been catering for the fee-for-service acute care.
In comparison to Alabama, the total spending in 2016 was $5,461,151,125 with as low as 874,193 enrollment of people in need of Medicaid. Concerning Singhal et al. (2015), California as the highest state in funding Medicaid was at $81.9 billion which is four times higher than that of Florida. The lowest state in Medicaid spending is Wyoming which is at $580,911,047 million. The number of enrollees is over 65,000 people. The percentage of the state budget was 7.1% by 2016 while the Medicaid eligibility limit was 154% (Singhal et al., 2015). There was no chance for expansion whereas CHIP spending eligibility limit was at 205%. There was an act in Wyoming state that enabled the coverage of childless adults who portrayed to be earning an income which was 138% of the federal poverty level.
In Wyoming state, the state is granted the opportunity for funding pregnant women at an affordable federal minimum Medicaid legibility which is about $16,643 for a single person and $33,948 for a family of four (Singhal et al., 2015) It is the role of the state to cover pre-age children according to the 2017 financial year planning. During the fiscal year 2016, the national Medicaid spending was at $553.5 billion (Timeframe, 2016). In Florida, the combined federal and state funding amounted to $21.8 billion by 2016 fiscal year summary.
Average Cost Per Resident
In Wyoming state, an individual is eligible for state funding when they earn below $16,643 for a single individual. The state also provides for people with not more than $33,948 for a family of four people. Bush, Barlow, Echols, Wilkerson, and Bellevin (2017) outlined that Wyoming FMAP percentage is 50.00% at a multiplier of 1.00. On the other hand, California FMAP percentage is 50.00% at a multiplier of 1.00 while Florida State is at 60.87% at a multiplier of 1.56 (Timeframe, 2016). Florida is higher than California and Wyoming at FMAP and multiplier measures. Indeed, there are various evidence that there are disparities in Medicaid support (Bush et al., 2017). In Florida, a single person is eligible for Medicaid if their income levels are below $16,040 per year while a family of four should be below $32,718 (Bush et al., 2017).
The amount is lower than Wyoming state due to the management population. California being the state with the highest population, faces various healthcare challenges concerning Medicaid. For instance, one household is eligible when they earn below $15,800 per year while a family of four is to Medicaid if they make below $32,319 (Bush et al., 2017). Single individuals in California face challenges in Medicaid as compared to a state like Florida and Wyoming. After your comparison, reflect upon the differences in healthcare between (Florida) and the two similar states,(Georgia and New Jersey) and how we as a nation can provide equal, accessible, and affordable healthcare for all citizens.
In Georgia, the household income level that is eligible for a single person is higher than other states. For instance, it requires an individual to be earning less than 29,986 to qualify for the Medicaid package. Whereas, a household of four is needed to be making less than 61,997 to qualify. For that matter, most of the Georgian people suffer than those of Florida. Healthcare in Georgia is a problem for most people who fail to fall above the limit income levels thus portraying that healthcare is a challenge for Georgians than Florida people. New Jersey states the eligibility to Medicaid is close to the limit that is set by Florida.
The federal state should take charge of diversifying healthcare service to come up with a plan of ensuring that people get the required healthcare without discrimination concerning income levels (Timeframe, 2016). The government should enhance Obamacare to be affordable for all by speculating through the populations to find out the way of strengthening and harmonizing the eligibility limit according to life and economic conditions of the states (Timeframe, 2016). Another way that the government can employ as a way of enhancing affordable healthcare is by making healthcare provisions like Medicaid to be catered fully to all people without necessarily specifying the income limits as a way of saving the affected and the less privileged.
