Introduction

The Chinese academic libraries have experienced a significant change over the previous years and they have been transformed in terms of service patterns, work mode, service concept and infrastructure. The china library currently functions as the university-based communication and documentation centre. With the increasing development in the cloud system operation, information acquisition and the networking configuration, data access is growing at a progressive rate and the China University library has utilized this technology to increase innovation and speed up information sharing within the institution. The development of the information system within the library has improved the demand for access to the library research which been realized in e-learning (Lynch & Yang 2004). The library has improved learning services through the provision of distance access to library books online.

Research Questions

  • To know the relationship between the China university library and other university and the impacts it has on the development of these universities.
  • To assess the usefulness of the digital library and its resources and the value that it has to multidisciplinary database amongst all the students in the university

Literature Review

The china university academic library and the role of information technology in improving the performance of the library is a state development and planning in improving the access to library services in China (Lynch & Yang 2004). It is a nationally accessed library and its main mission is to provide information system and documents through the assistance of the china education and research network (Lynch & Yang 2004). The university library is a broad-based system to reform the currently operating traditional university. In an effort to achieve these objectives that the university has embraced the use of technology to enable online access to books and services in the library. Through this, it has championed the transformation and development of e-learning because the students and library users can now access the library book online (Lynch & Yang 2004). The university arose from the need of sharing resources to when the resource was scarce and has assisted several researchers and university applying the information technology and accessing of the electronic resources online.

The China University library has helped to respond to the current advancement in, information, computer and telecommunication technologies that have greatly revolutionalized the way information is accessed, acquired, stored and transferred to other users. The library has made the existence of digital services to the China university staffs and students (Golvers, 2015). After almost a decade in the development of a high techno information infrastructure system, the university resource-sharing network is now fully developed. This is a very important factor in the functioning of the academic library and as a result, it offers significant support to the scholarly research and higher education learning system (Golvers, 2015). The computer management system and innovation have therefore enhanced the performance of the library to invest in innovation as it promotes research within the institution. As one of the most important Chinese resource sharing centre, the library stands out to be long term strategic Endeavour for scientific research and innovation (Golvers, 2015).

Significance of the Study

The study researched and discussed in depth the perception and usage of the digital learning system and database, the level of satisfaction of the digital learning system to the students, factors that affects the accessing of digital database and any problem that might with the access of the electronic database. This was a very significant part of the study as it provides the researchers with an opportunity to improve the services of the library and the university at large.

Methodology

For this particular research data were collated and collected from the China university library and the ministry of education of the information command system and the library. Data was majorly collected using qualitative and quantitative method and was drawn from the secondary published resources. Quantitative data can be analyzed through the following steps (Creswell, 2015); the initial step is to arrange and prepare the data that need to be analyzed in the correct order. This step is very crucial as it helps in saving a lot of time and help in avoiding mistakes that may arise during the data analysis process. The data is checked to ensure they are definite and clear and no mistakes are allowed in the process (Genoni, 2013). The sole aim of the research is to find a solution to a given problem and find necessary recommendations relating to the situation at hand. So, the data should be checked for accuracy (Genoni, 2013). The research found out that the progress of the library was improved by the companies urge to improve technological access to the information system. Survey method was also used in the analysis of this research.

Conclusion

The development of the information and communication has contributed to the continuous expansion of the information within the library system and the era of the large data has improved the library needs and the change of traditional service concept (Genoni, 2013). The management of the information system in the library has been proffered over the year because the organization has realized that traditional service concept offered by the library cannot provide a proper development by their own and highly require a proper analysis of the reader's perception (Genoni, 2013). The urge to maximize innovation and research has made the library to improve the e-learning process through the application of electronic access to the computer system. With the increasing development in the cloud system operation, information acquisition and the networking configuration, data access is growing at a progressive rate and the China University library has utilized this technology to increase innovation and speed up information sharing within the institution. The expansion of the information structure within the library has enhanced the demand for access to the library investigation which been realized in e-learning. The library has improved e-learning services through the provision of distance access to the library books online which stands out to be the main objective of the library in speeding research and innovation.
