The groups are supposed to recruit individuals who are ready and willing to be committed to their aim. They should understand their goals for having the projects. By having the set goals, they will make sure to include the development assets and also commit themselves so that they can follow the goals which they lay. Doing this ensures that the project is committed to the goals they lay.
