Also, increasing the faculty for nursing, expanding the capacity and size of the nursing institutions, and nursing education redesign to ascertain that the institutions might produce enough nurses who are well prepared and can meet the future and the current demands for health care. There is also the examination of innovative solutions which might be related to the health professional educations and care delivery by the participants focusing on nursing as well as delivering quality nursing services. Moreover, retaining and attracting many nurses who are well-prepared in various care settings such as primary care, public health, community, long-term care, ambulatory and acute (Campbell, Ladden, McBride, Cimino, Kostas-Polston, & Deming, 2017).

Becoming a full partner in the health care institutions broadly translates to the arena of health policy. Therefore, for the nurses to be competent in the reconceptualized roles, they must have a voice in most of the health policy decision making as well as becoming engaged in efforts of implementation which are related to the health care reform. Also, they should always actively serve on the advisory committees, boards, and commissions where the health policy decisions take place for them to improve patient care and advance the health systems (Brody et al. 2017).

Action coalition in Washington, DC, and every state in America often takes the role of the campaign at the state, regional, and local levels. The battles that are always being undertaken seek full and active participation from the national and states' organizations as well as people from the government, educations, business, health care, and the philanthropic centres to ascertain that the recommendations of the IOM are well translated into actions which lead to improved patient-centred care. Moreover, the state-based action coalition often aims at strengthening nurse training and education, enabling the practice of nurses to the full extent of their training and education (Brody et al. 2017). Also, increasing the interprofessional agreements among all the health care professionals to ascertain that patient care is coordinated and improved. There is also the expansion of leadership ranks to determine that the qualified nurses have a voice on the health care policy decision making, in the management teams, and boardrooms. The other role of the state-based action coalition is to improve the workforce of health care in data collection for them to assess and project better workforce requirements (Brody et al. 2017).

The two initiatives spearheaded by the state's action coalition are first, The New York state action coalition that consists of a broad array of stakeholders. The involved stakeholders are often charged with leveraging the trained nurses in transforming the health care in New York through the enaction of the recommendations of the IOM report. Second, there is the Texas action coalition, which often believes that every citizen deserves lower health care costs, better health, and better care (Reinhard, & Hassmiller, 2012). The two initiatives can be advanced through the access improvement, value, and quality of the health care in the functions of the trained and educated nurses. Moreover, the stakeholders' involvement of the different health care organizations leads to advance treatment for the action coalition initiative.

However, the existing advancement barrier hindering action coalitions' progress is often inadequate or lack of potential professional workforce. Most of the health care centres have a smaller number of professional and honest nurses who can provide enhanced and quality services to the service users (Campbell et al. 2017). Also, there are insufficient better partnerships between many health care centres as a barrier. Therefore, the nursing advocates might overcome the obstacles through increasing the most significant opportunities for the professional nurses that might make them emphasize on their practical skills and knowledge for them to provide better services to the patients (Campbell et al. 2017).
