Introduction
An emergency is an occurrence that takes place quickly and often unexpected. Some emergencies are life-threatening if the relevant people do not make quick interventions. An emergency is also referred to as an unforeseen catastrophe that results from the nature or human-related activities that may cause significant physical damage on the victim to the extent of losing their life (Carter, 2008). Earthquakes, floods, road accidents, and fires are a few examples of emergencies. Emergency Operation Plan ( EOP) is a platform that was commenced to try to control and fight injuries caused by possible incidents that expose the ability to work in an organization to high risks. Emergency control strategies must include various ways that put first the safety of the laborers in an organization and other things in the firm.
Purpose
Reducing any potential disasters under the emergency operative plan requires pulling resources together. Readiness to handle emergencies and appropriate response in the efforts to save lives is some of the main aims of the program. Safeguarding property and enhancing recovery of damages resulting from calamities is not to be left out.
A good emergency plan must consider factors ranging from economic factors, natural resources as well as infrastructural factors in the municipality (Carter, 2008). The text tries to look at some sections such as assumption and the situation of the town, the goals and the scope of the emergency operation plan as per Riverside-San Bernardino-Ontario Town.
Scope
The level of Emergency Operation Plan gives way to the more extensive unstable administration. The plan must be implemented by all who are in the management, facilities, and institutions found in this town of Riverside-San Bernardino-Ontario. The scheme caters for the portions and duties of linking the neighboring countries, private organizations and private assets that can be used to handle disasters and other damages in the occurrence of an emergency. The emergency handling strategy, therefore, warrants local coherence with the present techniques guidance and shows the connection with distinct stages of government (Sadiq & Noonan, 2015). The organization will continue changing gradually with time, reacting to the learning obtained from actual disastrous event engagements, the continuation of determined strategies, practice and general directions.
Situation
Population density, infrastructural information, economic factors and geographical positions are some bases where situation analysis characterizes a town on the location. A city in the South West County with an area of 16450 acres was third in position following the 2011 population figures which was 2048 people. Highway maintenance authorities, medical care services, and fire response department among others emergency departments are controlled by the town.
Tourism is the most substantial earner of revenue to a considerable population. Commercial sector the, manufacturing and the industrial sector including the service provision industries play a significant role in topping up the revenue obtained from tourism. Lack of jobs has been minimal in the town due to various economic structures and stable flow of income among the members of the population (Christner & Yee, 2000).
Assumptions
The town is prone to occurrence of natural hazards. Most of the time the town has been experiencing windstorms. Floods, drought, national emergencies, winter storms, and wildfires. These calamities that are most experienced in this town can bring extended damage to the town that is outside and inside the town. The town has also been experiencing loses due to the destruction of their property by the disasters like the storms which are sometimes very strong. Replacement of structures destroyed by the calamities has also been a great problem for the town. Since most of the emergencies that occur in this town are mutual, no disaster is ignored if it occurs.
Another hazard that may cause extensive damages to the town and around it is technological hazards. They are also considered to be a potential disaster. Other materials like fuel as hazardous materials have the likelihood of impacting our town negatively. Other emergencies that are likely to cause negative effects on the town is radiological emergencies (Carter, 2008). Energy shortages and inadequate food supplies are among the major contributors of problems in the town since they are among the potential hazards.
Response and Management
The emergency personnel of Riverside-San Bernardino-Ontario town may be surprised in case the natural calamities occur. Therefore, the municipal personnel should be well prepared to handle an emergency plan that will help in avoiding effects of severe emergency. By the use of such a plan, the management personnel for emergencies can alleviate or fight any disaster that may come. In case any disaster occur, there is need for stipulating an activation sequence or management guidelines for incidents. In cases of a natural disaster for example, the emergency centers should be notified or alerted. Also, notification is given to the residents who are near the place of a coming disaster where they are given ways in which they can act to reduce fatalities and damage (Carter, 2008). Moreover, guidance is given to them that in case of any disaster they can evade the likely consequences.
Additionally, another crucial thing is proper management of the disaster response team that is required for help anytime a disaster occurs. The team's ringleader should be the only one giving directions to the disaster response team since if given from another source, there may emerge miscommunications leading to further damages. Caution must be taken while giving directions so that the team members can take the right action concerning the disaster to ensure that very limited damage occurs and to save people who may be caught up and trapped at a place at the time of the disaster. The appropriate personnel should be the direction leader and the controller of the incident and communications during any operation (Carter, 2008). There is therefore high hopes in a systematized emergency management team in accomplishing and containing an emergency if it comes up and lessening the likely effects.
