Financing Universal Access to Healthcare: A Comparative Review of Incremental Health Insurance Reforms in the OECD
Synopsis and Summary
The journal looks at the recent expansion of the health insurance coverage In the USA which was under the affordable health care act. The journal examines the current threats to reverse the benefits of health insurance coverage reform. Also focused on the attention of the world on difficult challenges other countries face by trying to provide better access to health care at an affordable cost to their population. In a nutshell, the journal offers a comparative review of the financing of universal access to healthcare mainly in the Organizations for Economic Co-operation and Development (OECD) countries (Preker, 2019).
General Theme
According to my opinion, the author's general theme of this article was trying to clarify what is meant by financing for universal health coverage.
Point of View
According to the author's point of view, in the expansion of the health insurance coverage to help OECD countries access the health care at an affordable cost, is an objective and factual presentation according to my view. The reason is that obtaining health care services have been a challenge to many individuals because if lack of enough finances required in the health centers (Preker, 2019). Therefore the government came in with an intervention to assist the low-income individuals in having access to healthcare services at an affordable cost. Thus, the introduction of health insurance coverage is essential. Therefore I support the theme of the author.
Issue Analysis
The article looks at the framework which illustrates the primary generic goals for the application of the health financing policy. The health system should aim at maximizing the achievement of the goals for the relative importance of a given country (Preker, 2019). Even though this is a mere issue of the health system, the major concern in this paper looks at how the financing function can have an impact on the universal health coverage (UHC) as the main goal (Preker, 2019).
The first aspect of UHC relates to the chances that an individual will get a better experience and intervention they need in health as a result (Preker, 2019). The concept of UHC can be disaggregated considering elements such as reducing the niche in the population of the country between the use of the service and the need for those services (Darr, 2019). Also ensuring that the service ore of high quality to increase the likelihood that there will be an improvement in the health of those individuals who use them.
Therefore, despite the challenge in the measurability, the concept of universal health coverage is instrumental in orienting the policies of health (Darr, 2019). And when it is combined with the financial protection, a more precise specification of UHC is enabled.
Recommendations
As the countries move toward universal health coverage, their final objective is an essential aspect to be considered. Thus the relevance of the UHC objectives needs to do with the health financing systems such as face decisions, purchasing, and collection of the benefit entitlements. The specific idea to a given system should not limit thinking about the reform options ( Preker, 2019).
Conclusions
Making progress to the achievement of efficient and effective UHC is very much important to every country in the OECD (Preker, 2019). And also in making the progress action is required across the health system but not only in financing policy. For instance, health financing in improving people's awareness of health needs, cannot do that much. Thus financial policy action through necessary but is not a sufficient condition for the progress (Darr, 2019).
Agreement or Disagreement
I agree according to the author's recommendations and conclusion because financing policy should be compatible with the health system to ensure effectiveness and efficiency in achieving the goals of universal health coverage.
Professional Projections
The content from the above article is very beneficial to me in terms of guidelines and procedures to follow for the universal health coverage for working with appropriate financing. This concept will help in my career since I will apply the knowledge I have gained to ensure that the services are of high quality to increase the likelihood for an improvement on the health of those individuals who use universal health coverage.
