Children education programs today are a delicate matter that is held of significant importance by all community stakeholders. Different children education programs are tailored to promote high performance and academic advancement of children. Preschool environment and education programs play a significant role in the overall child readiness for advanced education by facilitating cognitive, social and physical education. Studies have found a close relationship between student learning environment with the social and cognitive development of children. In some cases, children early enrollment in education programs improve their physical, cognitive and social development. According to Harmon et al., (2014), the social cognitive theory can be used to assess the role of the school environment on the physical activity behavior of a child. From the study, Harmon et al., (2014) found out that the school and the gender of the child highly determined the level of physical activity but sex took a more significant precedent in determining children physical activity.

Cultural Competency

Cultural competency is the ability to provide an educational program and environment that is not ethnically biased which could affect the level of child participation. It is crucial for the children education programs to be able to provide culturally competent teachers and caretakers in the institutions of learning who can be able to provide culturally competent education. Dettlaff & Fong (2011) identifies the importance of culturally relevant child education and welfare programs that can promote culturally harmonious practices. Evaluating child welfare and education programs from a culturally competent perspective can improve social development of children. Cultural competency in child education and welfare can help take into consideration the growing cultural diversity in the United States of America which has not been addressed previously by other evaluation methods. Dettlaff & Fong (2011) notes that the American population cultural diversity has grown tremendously which necessitates the creation of more culturally competent evaluation of methods in assessing child welfare programs. Formative, process, outcome and summative evaluation methods can be used in cultural competence evaluation. The failure of cultural competency in the inability to establish the psychometric properties of families in the assessment of child welfare programs.

Child Enrollment and Withdrawal

Understanding the different psychometric properties in different families can be used to promote a better understanding of the outcomes of child enrollment in child welfare programs by focusing on the family, class, cultural background and wealth distribution. Cassidy, Lawrence, Vierbuchen, & Konold (2013) proposes the use of the use of systems approach to understanding the interdependence between different social settings and their impact on the functioning of the family. The systems approach can be used to assess the various impacts of living situations and age distribution in child welfare enrollment. Evaluation of child welfare and education programs can be used to assess the causes of children withdrawal. Child-centered play therapy can attract students withdrawal from education programs due to mental health-related problems that reduce the ability of the students to concentrate on their education.

Play therapy can be used to address childhood related issues that threaten the participation of children in education programs and reduce children withdrawal. Play therapy can be used as a method of evaluation to assess the causes of children withdrawal and the necessary interventions to increase participation. There is a significant gap in child-centered play therapy in child programs to address behavioral, anxiety and social development issues that affect the holistic development of children in both physical, social and cognitive spheres (Swank & Shin, 2015). Therefore, assessing the children program internal and external environment can be used to improve children enrollment by addressing children issues using play-based therapy. According to Calheiros & Patricio (2014), the needs of the children are shaped by the living situation by children in welfare institutions and has a significant role in child enrollment as well as positive outcomes of the child welfare and education programs. The physical space surrounding the child education environment such as the educator's competency is also an important point of reference in assessing the living situation of children in child welfare programs and how it affects their learning.

Methodology

Data Analysis

This research will use SOFA statistical analysis is an easy to use data analysis method that is ideal for evaluation research because of its ability to generate report based data that can create comparisons between different variables. Most importantly, SOFA statistical analysis allows the exploration of data by running basic statistical tests that increase the understanding between different data variables. The beautiful output of data will make the research more presentable and will not compromise the ease of using SOFA statistical analysis (Ghezzi, 2012, p. 55). The data analysis will take into consideration and observe the ethical norms that regulate research by ensuring that there is informed consent from The Learning Experience in East Brunswick. The study will establish its objectives and make all the activities and methods used in data analysis public to avoid any form of deception which could affect the authenticity of the research. In the data analysis, Pearson Chi-Square will be used to assess the relationship between different states subsidy, differences in classroom withdrawal between classes. Cross-tabulation is an essential element of SOFA data analysis which uses tables to evaluate subgroups of data (Michael, 2001). Cross-tabulation will be used to assess the frequencies of different causes of withdrawal based on graduation, transfer and family factors.

Outcome Measures

Outline measure is the objective result of a test, and it is used to create a baseline at the beginning of the research. The research objectives and hypothesis shape the outcome measures in research. The outcome measures of this SOFA statistics include:

  • Withdrawal
  • Enrollment
  • Cultural competence
  • State Subsidy
  • Living situation

Limitation of the Study

The limitation of this study is that the data used is self-reported data and it is limited because it cannot be independently verified and what will be used in the research is mostly what people say. The limitations in the study are caused by possible selective memory in which the respondent can fail to recall or represent data conclusively, the attribution which refers to the linking the positive outcomes to the respondent organization and the negative outcomes to other external factors.
