Occupation health and safety management system is the framework which helps an organization to control and identify its safety and health risks, achieving the safety and health legislation compliance and improving its performance continuously.The systems help in improving employees morale, ensuring a safer workplace, achieve stakeholders confidence and reduce the cost.A lot of successful occupation safety and security system are based on the key elements that are common that includes employee participation, management leadership, hazard identification, Harvard control and prevention, training and education, programme administration and improvement and evaluation.A health and safety management system involves the introduction of various processes that are designed to decrease injuries and illnesses incidences in the operation of the employer. Method For Improving Health And Safety Performance

Every workplace is different thus the principles of dealing and motivating workers is different.Therefore, obtaining a good health and safety work practices and behaviors can attribute to positive motivation.As a manager, one must adopt the motivating key in the workforce.Theis key elements include an explanation and clarifying the health and safety performance. Establishing reachable and attainable health and safety goals.Then reinforcement of safety performance.The other key thing is involvement where the workers are involved in the health and safety initiative.Then the workers would seek to monitor their progress towards an expectation or a goal.The last key element to note is the reward which needs to be tangible.This serves them as a reminder so as to be motivated towards attaining health and safety performance goal. Trustees and directors are in charge of reviews, delivering, policy planning and monitoring of health and safety performance.The workforce ensures and provides evidence that the arrangements and procedures of health and safety performance are implemented at the workplace. (Stellman, 1998) .The safety and health professional Promotes maintenance and establishment of the healthy and safe work environment and Protects the health of the workers.The external stakeholders such as Insurance companies help cover the company in the event of any accident Investors. (Anon, n.d.).Health and risk of the company will have an effect on the decision made by investors.Regulators help measure awareness of the company in terms of safety and health issues.Clients or customers.There are a high demand informal occupational safety and health management systems which are linked to corporate social responsibility needs and the global best practice guideline.There is also a need to establish a safety culture . Evaluation of Effectiveness of Health and safety management system in improving workplace Health and safety

It is the role of management to decide if any behavior or flawed condition is the result of policy violation or system flaw whether it may require disciplining of the violator. (Hughes and Ferrett, 2009).Adopting a positive health and safety culture may be achieved through coming up with identification which indicates all important hazard facing the company and others.There is a need for the company to ensure that it achieves a high standard of safety and health measures.The organization is also entitled to have committed leadership in ensuring that the health and safety standards are met.Ensuring that the company does an investigation of any accidents or incidents reports and detailing remedial actions.Ensures that it has systems equipment that monitors procedures, processes, and rectification of any defect that may be present.The company's culture should seek to adopt relevant consultation procedures, communication and employee training programmes at every level in the organization.There should be a safety and health policy statement that outlines long and short-term safety and health objectives.

A clear safety and health plan.The plan helps to fulfill its health and safety policy as set in the safety statement.The aim of this plan is to prevent injuries, accidents, and illnesses that result from foreseeable hazards in the organization and thus ensuring that it responds appropriately and rapidly when these risks or hazards occur. (Omega-Graz.at, 2018) .This plan is based on methods of risk assessment in order to decide on set objectives and priorities for eliminating and reducing risks and hazards.

Performance measurement in safety and health is another key element.To demonstrate that plans and safety policies are functioning and are effective, it is important to establish reactive and active monitoring systems.The reactive monitoring involves learning from mistakes.while active monitoring involves the regular checking and inspection that ensures the standards are implemented and that the management controls are however working. (Anon, n.d.).

Auditing.The audit ensures that the risks are reduced and there is an improved occupational health and safety management.It also helps in conserving financial resources in management system evaluation effectiveness and integration of related initiatives of Occupational health and safety into corporate management operational initiatives. (Hollenbeck, 1990).Auditing should cover all management systems that include communications, worker participation, continuous improvement and contracting and worker participation.The audit also checks the compliance with regulation and national laws and seek to ensure that there has been a response that is satisfactory to the previous audit finding. Strengths and Weaknesses of Safety and Health Management Systems

Implementation of a safety and management system is more cost saving.This includes reducing hazardous of systems and processes, and implementation improvement, employee improvement, and equipment performance saving of fines that are associated with the noncompliance. (Spedding and Rose, 2008).There is reduced liability and insurance cost health and safety system reduce insurance premium for the claim history that is reduced and the risk profiles that are associated with.

Protection of workers and the positive impact of employees.There are a lot of experiences and cases that confirm that participation of workers in Occupation of safety and health management can impact to improved health, safety and, well being of workers.There may be participation which can be implemented ad direct or indirect through representatives, strong or weak informal or formal.However, the worker's participation development in Occupation safety and health management may be supported by regulation which is legal and guidance and standard on the management system of occupation safety and health.

Weaknesses

Corporate safety of commitment of management. There ought to be costs for implementation of an efficient system of safety management, both in training and administration. There is also some cost that may be incurred through fixing the noncompliance.

There is a need to fix and find regulatory noncompliance than to acquire a regulatory OSHA compliance officer or auditor find them.If the officer finds them they may cite and impose fines on the company.
