Introduction

A mutual relationship should always be established in places of work. Cooperation is very important and when we have a good relationship existing within the working environment, then there is outstanding service delivery. In social care and health care, the partnership is very crucial. Employers need to relate very well to the employees and as well as with the people being served. In order to build such partnership, trust and faithfulness are essential (Carnwell & Buchanan, 2005). In our context, we will focus on the social and healthcare partnership as well as the effectiveness of having a relationship that will foster success. The case study for this discussion involves a toddler who bled to death due to poor communication between the doctors at Barnsley District Hospital. The society we are in needs to build a partnership for success. Therefore, the objective of this analysis will be to look at the barriers to a partnership, what should be done to come up with solutions that will enhance partnership. Additionally, the study will focus on how to create a proper communication channel so that at the end of the day there are better services within the health care.

Philosophy of Partnership

Within the working environment, various philosophies are introduced in order to ensure that there is a proper communication taking place and that the working environment has a good working relationship. Philosophies are the central features of every partnership and are usually formulated based on the core values and principles of a company or institution (Burnes and Dale, 1998). They act as guidance and helps improve partnership within the staff. In this context, we will define various philosophies that govern the partnership witnessed within the social and health care.

Philosophy of working in partnership in health and social care

Proper communicating procedure within the health and social care ensures that well informed decisions are made concerning the attentiveness to be accorded to the patients. Doctors should know that they have a shared responsibility which requires the need for action and a decision should be agreed on so that the next course of action is established (McKeown, Malihi-Shoja & Downe, 2010). For example, in our case, if doctors communicated well and came up with a solution of how to conduct Dr. David Campbell concerning the child's condition, then at least life could have been saved. Below are the working philosophies that have been formulated in context to the healthcare field. These philosophies are;

a. Utilitarianism- this is defined as a two-way link and ensures that the working environment is conducive. As the Patients are required to be given maximum attention and listened to by the healthcare staff so as to ensure that there is service delivery. This philosophy works in ensuring any barrier is solved and decisions that will help in coming up with a solution have been arrived at (Petch, Cook & Miller, 2013).

b. Ethics- at each situation, we expect everyone to employ good ethics that involves morals which should lead to making the right decision and choice. Given a certain situation that is critical, medical practitioners are required to employ the defined ethics within the healthcare so as to ensure patients get the necessary medication. Doctors should be observant when making choices as they may have some serious consequences (Burnes and Dale, 1998). Therefore, most of the health centers have some defined code of ethics within their policies that are followed even in ethical dilemmas that challenges the hospital principles.

c. Deontology- under this philosophy, workers are expected to show moral discipline within the working environment. Medical practitioners are required to take the right action based on the situation at hand. Moral decisions should be taken when taking a certain action and everyone should be accountable for any action and should also justify his actions if they lead to a negative outcome (Carnwell & Buchanan, 2005).

Partnership relationships with the social and health care.

Within the healthcare, there need to be a partnership relationship starting from the employers, then to employees and finally to the clients. In our context, doctors need to establish a proper relationship and a conducive working environment so that there is service delivery within the healthcare. An environment with a good partnership and effective relationships is always successful and solving problems always becomes easy. Effective partnership within the hospitals ensures that doctors come together when a problem arises and they go miles in solving it (Burnes and Dale, 1998). A problem is well solved when there is partnership unlike when it is solved individually. In our case, doctors should not have waited for the doctor in charge of Tharun, rather, they should have communicated with him immediately to solve the problem.

The effectiveness of the healthcare system can be enhanced by ensuring that there are collaboration and partnership within healthcare. Providing the inquired information is very important when it comes to better service delivery and where the healthcare intends to increase the knowledge of the client (Lowes & Hulatt, 2005). As per the case study, it was argued that Dr. David Campbell left a message whereby he was to be notified in case the situation of the kid worsens. This did not happen. It is therefore evident that there is a very poor communication process within the hospital system. The partnership seems to be poor and therefore there is need of coming up with methods that will improve partnership so as to enhance service delivery.

The patients should ensure that they trust the partnership that is within the healthcare system and should know they will get the best services. Partnerships are established well where there is cooperation and where the partners know they have a common goal that they should achieve. Objectives and policies should be established if the medical practitioners want to achieve a great partnership (Petch, Cook & Miller, 2013). The healthcare and social care management should ensure that they monitor the partnership relationships within the working environment so that when it comes to service delivery, all patients are served well and the goals achieved. Doctors should ensure that they trust each other and work in every way so as to save lives.

Promoting Positive Partnership

Models of partnership

A positive partnership can be achieved within the healthcare sector. Various parties within the healthcare sector can relate positively so as to ensure that the environment is successful. If there are a good relationship and partnership between healthcare practitioners with the patients, then we can be sure that the doctors will deliver (Nederland, 2009). Examples of partnerships to the healthcare sector can be;

  1. Information partnership
  2. Research partnership
  3. Community partnership
  4. Patients partnership

Within the health sector, the core purpose is outstanding service delivery to all patients. Patients with emergency conditions should be prioritised first and doctors should attend to them first. This is a way of ensuring that a positive partnership relationship has been created within the doctor's ad patients. Doctors also should create a very supportive link that will see all doctors get involved in the service delivery. The information about partnership allows information to be taken seriously and any message communicated well (Nederland, 2009). In our case study, if there could be a very proper information partnership, then we could have expected the doctor in charge to have been informed about the worsening condition of the child. The research partnership is basically responsible for carrying out some research that will help the healthcare sector in order to be able to treat some critical diseases (Burnes and Dale, 1998). The research areas should be monitored closely in order to ensure effective partnership is achieved. The community and patient's partnership are very important. The healthcare sector should relate well to the community.

Current legislation and organisational practices and policies for partnership

There are various policies and laws that adversely affect the health sector and, in most cases, they usually regulate various operations happening. For example, public hospitals in various countries have been hit by doctor's strike which results due to poor pay for doctors. The UK is one countries that strictly apply the constitutional laws within the health sector. This has acted as a hindrance to better service delivery which has worsened the partnership and working relationship among the medical practitioners (Manthorpe, 2008). Equally, child care, and social care have mostly affected the principles implemented by the legislation. Partnership within this sector has therefore faced threats and cannot lead to better service delivery. Therefore, it has been a menace for doctors to attend to particular patients. As such, these are some of the barriers associated with the health sector when the government implements laws that act as a hindrance to service delivery and partnership. The government should come up with various policies that will enhance service delivery as well as improve the relationship within the health sector.

Devolution within the healthcare sector has given rise to the implementation of new policies that have led to the improved partnership. Various stakeholders have come out to support the healthcare sector. There has been an introduction of universal healthcare in order to ensure each and every individual receives proper treatment conveniently. Organisations have intervened for the government to review the policies, laws, and principles that have been implemented and may act as a dilemma in situations of emergencies (Manthorpe, 2008). The proper way of relaying information has been established and doctors have become civilized where they nowadays talk direct to patients and explain to them any worrying situation. The government has enhanced the technology and now patients are able to search on the internet for the medication of the symptoms they may be having. Following the incidence that happened in this case study, there was a need for implementing children's Act that will ensure that the lives of children are taken care of. Various similar incidences had also happened earlier and now is the time for the government of UK to come up with new policies and principles that will see the lives of children get protected.

Differences in working practices and policies

Collaborative working is observed in areas with effective partnership and good working relationships. Various working policies have been seen to have a greater impact on service delivery within the healthcare sector. The practices of an organisation can also hinder collaboration among the staff. There are principles that may be introduced within the organisation and at the end of the day, there is no cooperation among the workers (Manthorpe, 2008). In our case study, we can assert that the hospitals' policies and practices may have contributed immensely to the situation that occurred. Various risk assessment procedures that have been put in place within the health and social care may act as a barrier for a collaborative work. Additionally, the government practices also have an impact on collaborative work.
