Introduction
Heroes Act of 2020 is an over 1800 page bill surpassing the CARES Act of March 2020 in terms of its comprehensiveness (The Heroes Act, 2020). The act is purporting to cover the affected sectors by the Covid-19 pandemic, such as comprehensive fund policies that are supporting the local government and state, SMEs, medical programs, food security, ensuring unemployment, among others (Fay, 2020). The policy is proposing for an injection of $3 trillion in compensation of the Covid-19 affected areas. There are those individuals that are in support of this bill and others that are against the proposals based on their ideologies.
The proponents of this bill are advocating for its sufficient and comprehensive supplement to the deteriorated economic background. The response on not only attempting to boost the financial status for the affected citizens in the US but also determined to maintain their economic stability. The legislative representatives are presenting their concerns on the pandemic and the possible solution to curb the epidemic. According to (Madhani et al., 2020), the bill advocates for the boost of the employment sector among the most vulnerable people from different parts of the state. Its approval will make it possible for a standstill economy comeback after the Coronavirus pandemic declined in its spread in the country.
Moreover, the opponents of this bill were attempting to analyze the extent of its approach in the rural areas of the affected individuals. HHS is acknowledging and providing relevant relief measures by targeting $10 billion for the supplementation of pastoral health care. However, the Heroes Act 2020 is providing no virtual target on relief funds for the rural healthcare service provisions (Dayen, 2020). That begs the critical question of whether the House Democrats were appropriately focusing on the specific crisis, particularly in the rural areas of the US. Providing unbalanced policy is not advocating for a mature return to a new regular post-COVID-19 pandemic if it contains biased and inconsiderable proportions. That contradicts its heroic name as prescribed under the bill.

The Heroes Act of 2020 has its strength rooted in its policies and the proposed implementation policies. Provision of paid leave to the schools is some of the basic subjects that make this bill reliable compared to the March bill of CARES Act. The law is allocating for the expansion of paid sick days medical and family leave. It's also advocating for the compensation of the cases of unemployment, food and nutrition assistance interventions, subsidiary payments to the farmers, and housing compensation. Heroes Act 2020 is attempting to give tighter regulatory standards and timelines for the distribution of these funds. That includes payment terms, HHS review policies, and the application guidelines. Additionally, the House Democrat will be legislating payment framework and allowing reimbursement of 100% of the eligible coronavirus expenses plus 60% of qualified lost finances. The bill will be incentivizing providers to maintain their number of workers (Manetto, 2020). That is through the mandate of the PRF funds in deducting savings from the past taxes and wages.
In terms of evaluating the strength of the argument on the Heroes Act 2020, the advantageous primary sector that this policy is supporting is the economy of America. The health sector is one of the core areas that the spread of the coronavirus pandemic affected the most. The provision of $100 billion under the PRF monitoring is a radical vision to manage the provision of health services in the US (Fay, 2020). The enactment of this policy also opens an insight for the jobless individual in the country. That will be significant for upbringing the economic structure of the country by boosting industrial strength.
Moreover, the regulatory measures that the bill is setting up will be very poignant for the success and equivalent distribution of the allocated fund. Policies are reliable measures that allow for the act of accountability when the project is delivered. The enactment of this policy relies on the approach that the House Democrats will employ to ascertain their derivatives. Such regulations have to be reliable to outwit the already existing CARES Act. The bill is providing a sustainable measure that the US will rely on to reestablish its economic block. It's a framework that would be significant if assented into the law by the president and all parties concerned.
