Introduction
A lot of concerns have been raised in the health sector to ensure the health concern of the whole nation gets increased. In a well governmental structure in every country, the government should develop an interest in elevating the standards of health. The same is essential in today's societies due to emerging diseases without well-defined roots and management. It is for that reason why the study links the government with the issues related to human health. The purpose of this paper is to discuss all the three branches of the government and how a bill becomes law, tobacco legislation as a political issue, and finally, individual stand concerning the political aspect.
The Three Branches of Government
The federal government has three branches; these are executive, legislative, and finally Judiciary. First, let us start with the executive arm of the government, where the president is responsible for enforcing laws made by the legislature. It defines the president as its head and elected by citizens above 18 years. The other arm of government is legislative, which is also known as congress. The primary role of this arm of the government is to make laws.
Legislative is divided into two parts; the first one is the senate, made up of one hundred senators. The second part is the house of Representatives, whose members meet regularly to discuss ideas as well as making bills into laws (Johnson, 2017). The representative is four hundred and fifty-three in number. Finally, the third branch of the government is Judiciary, comprising of the Supreme Court and nine justices. Within the Judiciary, nine judges interpret the laws as outlined in the constitution, representing the higher court. Each estate within the nation exists in a lower court.
How a Bill Becomes a Law
For a bill to become a law, there are various steps that it must pass through then get established as a law. The first step is the creation of a bill. The senate of the house draft and even sponsor a bill so that the congress can consider it. The same happens after the clerk of the house or senate has assigned the number for the bill. It follows a committee action where a specific committee discusses the bill concerning its subject. The bill then gets referred to the subcommittee for the revision.
The third step is where the bill gets returned to the Senate for further debate (Moulin & Lopez-Gusman, 2019). In this house, members can add some additional text within the bill; it can either get altered or approved. The next process is voting, where house members vote over the proposed bill. Procedurally, the conference committee also endorses the bill. Both houses must approve the bill before it becomes a law. President of the nation then acts upon the bill by applying his signature, then, later on, the law will be created. The registrar in the federal office assigns the public law, followed by the printing of the copy by governors.
Tobacco Legislation
There has been a political ideology on the health issue concerning tobacco smoking. The commissioners, together with the city council and legislatures, analyze the policies and put in place for discussion. Ideas of politics make it to assumption as to whether health concern is on the individual or society as a whole. There has been a mixed reaction as some politicians propose for the idea of illegalizing tobacco, while others recommend that smoking should be left free on the individual choice. Arguments exist on the political issues concerning the tobacco policies; it is a concern in the House of Representatives as a section of members are in support of the scientific researchers who are against tobacco smoking (Haw et al., 2020).
The bill was passed in 2009 when the family smoking prevention and tobacco control act got signed by President Barack Obama and put into law. The H.R. 1256 (111th) is no longer a bill number but a law that gives food and the administration of drug power to regulate the tobacco industry. The law deprives young adults of smoking and also burns flavored cigarettes as well as too much advertising (Opazo et al., 2020). Similarly, it is strict on the company that will be advertising or manufacturing tobacco should seek approval from the relevant authority.
Conclusion
In conclusion, the personal decision concerning the argument on tobacco is on the proposer side of cigarette illegalities. Smoking has got adverse human health effects, for instance, lung cancer, which will cause respiratory complications, and the appropriate amendment should get developed to nullify its use. Finally, government involvement in the health sector has caused a significant advancement in human health. All policies that act as laws in the government structure passed through a legislative process and must be made public for the benefit of ordinary citizens.
