Introduction

Most of the public programs of insurance that are put in place for the elderly people do not cater for long- term care benefits for chronic disabled situations. A very small number of the aged are the ones who have applied for these programs which they undertake them in the community or nursing homes. Hence approximately four aged people out of five of six elderly people do not have adequate insurance for long -term care programs either private or public thus exposing them to financial risks that come alongside long -term care use. This research will address the political, economic and social factors that affect the planning and budgeting of nursing facilities in New York and what brings about these factors.

Long term care administration refers to the help that is given over a given time to persons who have difficulty in functioning as a result of aging or disability. Some of these services entail the provision of food, transportation, home maintenance, and financial security. These services are structured in a way that they will be of help to individuals who have cognitive impairments or elderly who cannot carry out their daily activities as required such as bathing them, toileting, keeping of the house and management of medications.

Economic factors

Economic factors that affect the budgeting and planning of nursing in New York entails the level of competition in the market and available financial resources in facilitating the nursing activities.The financial circumstance of the old people is diverse even though the aged people who are in most needs of the long-term care in New York majority of them are poor or their living standards are almost those of a poor person. The economic considerations in many instances usually make the individuals acquire a home for nursing even though they can just be at their homes reason being the qualification of a medical cover is easier while one is at the nursing home rather than individual home.

The economic factors that may affect the planning and budgeting of facilities of nursing in New York are determined by several instances which include the type of service in use, the duration of the care to be provided to the client and also the available financial resources to cater for the care. The economic factors majorly deal with monetary values that the clients who require the nursing facilities are capable to give and also the available finances in the firm for purchasing the facilities required to offer the long term care services to customers.

The people who require long-term care who in many cases are the elderly people and people with disabilities in the family lack resources to finance and pay for this care services that they require. Some adults who are old with limited financial resources have a challenge in acquiring this long term -care services (Folland, Goodman & Stano, 2007). Some other economic factors that may affect the planning and budgeting of nursing may entail shifts in federal policy, an increment in medical spending by the old people and costs of health care.

Majority of the people who require the long term care do not have jobs since some have disabilities while the others are old this is the greatest economic challenge that is facing the planning and budgeting of the nursing department in New York.The nursing department may be forced at times to use its resources in the funding of the long term health care programs since some of the clients cannot raise the money to cater for their needs which the need mostly.

The changes in policy and services that are put in place have been experienced by the nursing department in New York. The government suggested that the long term care should be offered free of charge to the elderly people this has an impact on the budgeting and planning of nursing facilities since this institution requires the money from the public in order to buy facilities to enable the smooth running of the long term care.

Political factors

Political factors that have an effect on the planning and budgeting of nursing facilities in New York entails all the administrative powers and their influence which are in the New York state. These factors may affect nursing budgeting and planning directly or indirectly (Pierson, 1996). The tax and anti-tax merger policies that were initially put in place for the nursing department, the tax levied on this institution is higher as compared to the profit that they usually get during their arrangement and accounting. Other political factors include deregulation and devolution of federal authority and attitude towards the aged people in the society. Government involving in the long term care is important since it helps in regulation of the amount of money that is charged on the purchase of nursing facilities this is a benefit to the firm since it results to a reduction in the cost of planning and budgeting for the facilities.

Social factors

Nursing in New York has been given a higher rank in terms of trust and prestige in the profession who have the highest stands of honesty and ethics. Nurses can be of greater importance rather than the provision of health care services.in the planning and budgeting of the nursing facilities, they can carry out investigations through their clients in order to know which resources are highly required. The social factors that may influence the budgeting and planning of the nursing facilities may also entail a level of education of the personnel, customer preference and the attitude that the society has in relation to the long term care given to the members of that community. Religious beliefs ,the distribution of life expectancy is some of the other social factors that have an effect on the budgeting and planning of the nursing facilities since some religions are against the use of certain products as opposed to others which use the products this may have a negative impact since it will hinder the purchasing of nursing facilities that serve all the clients uniformly.

In conclusion, there are several factors which affect the planning and budgeting of nursing facilities in New York which include political factors these are elements related with the ruling party, social factors and economic factors which entails the available resources for purchasing of the nursing equipment in New York state.
