Which phase of emergency management do you find most important and why: mitigation, preparedness, response, or recovery?
While all the four phases of emergency management are significant, I feel that mitigation is the most important. This is because it involves establishing measures and strategies that aid in reducing the chances of the occurrence of a perceived emergency. Moreover, mitigation also helps to minimize the possible damage that the emergency creates in cases of unavoidable circumstances (Davis, Proctor & Shageer, 2016). Through risk analysis, it is possible to devise practical measures which aid in breaking the cycle of any disasters, damages and prevents further occurrence of these scenarios. Therefore, mitigation is crucial since it can help to avoid the occurrence of damages rather than waiting for the emergency to happen to utilize the other three stages.
Where should the emergency manager and his or her staff be housed within local government and why there?
The emergency managers and the staff should be housed within the vicinity of the community members on the particular local towns and cities. This will allow them to work in unison with the community members and other local government agencies to implement effective emergency management strategies. Moreover, this will help to attend to any emergencies swiftly in case they happen ("National Infrastructure Protection Plan", 2019).
It is often found in various places such as a stand-alone agency, part of fire or police. What might it tell you based on where it is and the staffing level and resources allocated to the emergency management function?
The location of the emergency management depends on the function, the area it covers, and the adequacy of staff members. For example, stand-alone agencies indicate that the department has sufficient staff, covers a wide area, and has adequate resources allocated to run its activities (Sylves, 2015).
Next, where does an emergency operations center (EOC) and Fusion Center fit into the overall process?
The EOC and the Fusion Center are significant in the entire emergency management process. While the EOC majorly focuses on emergency preparedness and disaster management, Fusion Center is responsible for providing the necessary resources for detecting, preventing, investigate, and responding to emergencies ("National Infrastructure Protection Plan", 2019).

From the biblical passage; Ezekiel 38:7 from the King James Version states that;
Be thou prepared, and prepare for thyself, thou, and all thy company that are assembled unto thee, and be thou a guard unto them ("Bible Gateway passage: Ezekiel 38:7 - King James Version", 2019).
The passage is relevant to emergency management since it stresses the importance of getting prepared for any possible disasters that may occur.
