Currently, technology is rapidly changing hence organizations need to keep the pace to support all the needs and requirements of employees and customers. Digitalization is linking individuals and organizations with each other making the world a global market. It is the mandate of Chief Executive Officer (CEO) to implement new action that supports data, technology, and innovation for easier accountability and better performance. Creating a culture aimed at promoting and encouraging innovations is the best means of safeguarding the performance of the company. It is best achieved through encouraging employee's creativity in diverse sectors of the company (Landaeta, Garcia, Colomo & Stantchev, 2016). Culture of innovation is built on social developments whereby various stakeholders are allowed to interact and exchange ideas with one another and still maintain their accountability and responsibility of the organization.

Issue

The main problem currently experienced in the organization is based on poor communication and misuse of resources without getting the person responsible. Most of the information passed to the employees, and the external publics gets distorted in the way hence reducing performance. It is sometimes difficult to trace the source of the message unless the company improvises its communication network. Also, essential documents like bank receipts and transactions have been missing causing the company to go extra cost. Mostly the accounting department, several cases of lost money has been a high issue which demands the attention of the CEO. To solve the problem, the chief executive officer decided to implement the use of information communication technology to boost communication and ensure accountability of every person (Van, Dahlander, Haas & George, 2015).

CEOs are now adapting information communication technology to boost organizational performance and accountability in all sector. Organizations are moving towards implementing actions that oversee all areas are technologically run and managed. To achieve this, they are setting goals that are in align with emerging technology.The best strategy chosen and implemented by the CEOs is promoting ICT-based products, applications, networks and services to aid performance both internally and externally. ICT impacts both the internal and external operation of the organization. It is the best strategy that oversees transparency in various departments as there is proper monitoring from multiple stations (Goulden, et al. 2017).

Also, difficulty in monitoring progress and responsibility of every employee created the need to adopt ICT to access transparency. Information communication technology is the best strategy to oversee faster and right decision making in the organization. It helps in speeding communication and information flow to all stakeholders. Consultation and analyzing of information before coming into an actual choice is made easier hence leading to sound decisions. Employees use online analytical processing to perform queries on a database which quicken the decision making (Cummings & Worley, 2014).

Step I: Identify Objectives, goals, and targets

The objectives of this Plan of Action is built an inclusive information organization, to put the knowledge of ICT development in improving accountability and performance and to use the intelligence gathered from ICT to promote external reputation and performance. The targets group for this action will be both internal and external publics. External targets include the government, customers, community, suppliers and other organizations.

Information communication technology will help solve the problem of slowed communication through the creation of a shared information environment in the company. Through ICT, information is organized centrally making it possible to access any information every time need arise. The CEO and managers will be able to communicate effectively with the employee and get instant feedback. In case of distortion of any message, it will be able to track the source and deal with it accordingly. Again, since organization to organization communication is necessary nowadays, the adaption of ICT will boost the information sharing. Data and information regarding accompany are made accessible for the external publics and companies to access hence making business to business transactions easier and faster. Open discussions are made possible as CEO communicates openly and bring up the beneficial issue to all members. Idea sharing I encouraged in such forums hence making it possible to innovate new plans that oversee improvement in performance. Stakeholders can also advise on the areas that need to be improved for better performance (Goulden, et al. 2017).

ICT also will solve the issue of interaction especially between the managers and the subordinates. Through electronic mail, employees can get clarifications from the mangers on their performance. In case of any mistake, the employee can always refer to the guidance and direction given by the manager on how to carry out a specific task maki9ng it possible to account for the work done. Through this, the organization performance is improved as every team works towards perfection. Another need that pushed towards the adoption of ICT in the organization is the issue of organizational structure. Essential documents always disappear from the organization making it hard to access the person responsible. When all documents and files are saved and stored in the database, it is easier to account for them and track any person who interferes with them. Vital documents like bank receipt and transactions will be easy to account for hence reducing the issues of corruption and stealing of financial resources (Kane, Palmer, Phillip, Kiron & Buckley, 2015).

Step 2: Appointing a team to run the plan

A sub-committee comprising of employees, investors, customers, and shareholders will be selected to run the program until its implementation. The team will work together by sharing ideas on the best material resource to include. The group will be subdivided and duties and responsibilities delegated accordingly. The team will also carry out various researches involving ICT from primary and secondary sources. Benchmarking on other companies will be useful in providing the company with a background of ICT and the expected challenges arising from its usage. The group will gather information pertaining the cost of material and come up with a budget for the whole plan. More so, they will highlight the significant area of focus that requires ICT, especially the auditing and accounting sector, communication department, procurements, and marketing department.

The team will set a time target for the implementation of the plan and the expected time to see the impact of the strategy. Been a sensitive issue profoundly affecting the performance of the company, the CEO encourage the team to use the shortest time possible. Additionally, the team will find funding for the program and advise the CEO on the approach. The team will provide various suggestion to boost accountability and performance in every sector to be successful. The representatives of the employee will provide details on the reasons behind poor performance on the employees' side and the reason for the loss of many essential documents. Best ICT strategy to reduce the issue will be selected. The best ICT strategy strategies outlined by the teams will be selected for implementation (Kane, et al 2015).

Step 3: Requirements/ Resources

The issue is both an internal and external problem based on organizational resources. All the resources required in implementing ICT are identified to solve the issue. First, a team of IT experts will be needed to assist in the planning. The team will provide all relevant information required in implementing the plan including ideas. They will analyze the necessary resources both financial and material that will be used in implementing the program. Among the resources to consider are the trained personnel to run the ICT, cost of installing and managing, the cost of ICT resources like computers and internet. The implementation has to be in align with the organization policies and objectives. Every employer will be assigned a computer in their place of work which will be monitored on a regular basis from a secure server. The devices will be used only for the organizational purpose, and all hard copies documents will be scanned and stored in a secure database for easier accessibility. An ICT manager will have custody of all passwords and backups.

Step 4: Ethical Issues

Before implementing the action plan, it is advisable to consider the ethical issues that might arise. Information communication technology is associated with violation of privacy of individuals. Every person is entitled to confidentiality irrespective of the workplace. Sometimes employees fail to perform due to the fear instilled in them by being monitored by their superiors all the time. Their accounts and profile are sometimes hacked which violation of human rights. To ensure the ethics of privacy and accountability is adhered to, the ICT will be used in monitoring the only job-related issues and accounts. Once the plan has been implemented the person responsible for overseeing the server will strictly keep the privacy of all employee personal information and communication unless it is a threat to the organization (Landaeta et al. 2016).

Step 5: Communication

Having considered the goal, a team to help with the plan, requirements and ethical issue involved, the best step will be communicating the idea to the target stakeholders. Communication can make or break accountability in the organization. The success of every action plan lies in the ability to disclose to the involved parties. It is the best strategy for connecting with employees and getting their feedback concerning the plan. In an organization, many action plans fail as employees, and other stakeholders refuse to cooperate due to failure to communicate to them before implementing the plan. In this case, all the employees will be informed of the changes to be implemented and how they will be useful in the long run. External stakeholders like customers will also be informed of the plan and any changes that will emerge on the line of transactions and communication.

Step 6: Evaluating the expected outcome

Implementing the use of ICT in the organization will help in solving both the internal and external problems involving accountability and performance. The action plan is meant to improve the overall performance of the organization through ensuring transparency and accountability for every person. Through ICT, information will be controlled from one source and made accessible to every individual. The theory of change explains the outcome best since it helps in making a distinction between the desired and actual results. It describes best the steps to be taken during action plan and does and don'ts of the planner (Hogan & Coote, 2014).

Once the ICT plan has been implemented, the issue of accountability and performance will be solved. Technology is the best and cheapest strategy for tracking employee's performance and transparency. Sensitive documents can be stored safely in the databases whereby in case of unauthorized access or tampering, it will be easier to spot the person responsible. Employees will be much more committed t their work when their performance is monitored online by their supervisor irrespective of their whereabouts. The plan will also ensure relevant information regarding the business is available for all the public hence making communication and transactions faster.
