The analysis of the report comes from the Chicago Tribune online article which was published in August 2018. It is titled "CPS should do a lot to support student living with disabilities". The article explains CPS need for training of positions of special education and need for a budgeting. The question that the article seeks to address is, what are the roles of CPS in ensuring the safety of children living with disabilities is improved?. Sexuality entails gender identities, intimacy, sex, and sexual orientation. However, sexuality may have some repercussions that relate to marginalization such as disability. Sexuality, human rights and disability relationship in this article is evident where it addresses child abuse cases of disabled children. Sexual assaults affect the disabled child and make them unable to develop their own desire, interest, and sexual orientation. The rights of children living with a disability are also addressed and moreover, the CPS role in supporting education plans and support services that may handle students in preventing sexual assault crime.

My Thoughts On The Story And Why?

According to this story, the report indicates that there is so much that CPS needs to do in order to ensure that the disabled children enjoy their rights and is free from victimization of any kind. I feel that public child welfare work is among one of the most difficult social work practice. Child welfare is adversarial, confrontational and so much authoritarian. I also feel that the CPS body lacks developmental disabilities understanding, training that helps them improve the worker's performance and lastly poor planning and management. This is well illustrated in this article where the author suggests that cases to do with sexual assaults has been reported among the student and among disabled students .However, no perpetrator or victim gets the necessary support. The story also indicates poor management where the body has been faced with budget shortfalls where they are faced with budgets which are balanced between cutting services and staff mostly for students living with disabilities. The report suggests that there is a current disconnect that exists in between PR announcement, budget priorities and actual service delivery on disabled students by CPS.

Perspectives And How The Disabled People Are Portrayed

Sexual abuse among children is a distressing issue which requires a consistent and coherent response. If this practice is handled in a wrong manner, this abuse may justify ways of work that may suppress a child's right. However, disabled children are at a high risk of sexual abuse this is because they mostly attend mainstream schools and most are brought up in ordinary families. They are also at a high risk because they are mostly separated from their families and encounters many caregivers. However, agencies that are responsible to protect children with disability from sexual abuse need to be accountable to wide networks that confer on report abuse responsibilities. I feel that the allegation of poor conduct of CPS sets a complex and a confusing chain of events. The process of ensuring that the rights of a disabled student are addressed should involve human rights practitioners, law enforcers, and medical providers. However, from this article, it is evident that CPS organization views disability as a risk factor to their performance. Disabled people have been forgotten and have faced prejudice and are mostly viewed differently. They have been excluded from social activities or situation where people assume that they are not in a position to perform any activity. Moreover, disabled children are at times invisible to service providers are at a higher risk of sexual abuse than disabled adults or nondisabled peers. They are denied their rights of spending with their families where they are mostly placed in some alternative care.

I feel that CPS should develop assessment and identification procedures for disabled children so as to provide emotional support in cases of sexual abuse. This body should also revise its existing internal policies. This body should develop a framework that seeks to investigate sexual harassment among disabled children in school. It should also, therefore, state its emphasis on offering support to the sexual victim. There is also a need for strengthening the organization's background checks and conduct staff training.

Media Representation of PWD, Sex And Rights.

I feel that the media has represented people living with disability positively. This is because it has so much emphasized on portraying reality and positiveness through creating awareness of their rights and thus providing opportunities to the disabled people. The portrayal of disabled people as sexual beings has however improved in popular media. This is evident in movies which focus on sexuality and the disabled people relationship. There is also increased TV commercials which include disabled people in relationship with children. Magazines also feature articles that emphasize on disability and sexuality. However, writers represent PWD wrongly where they so much portray disabled people as individuals who are helpless and desperate in need of charity and help. Media representation of PWD could be improved through coming up with codes and rules and appropriate mechanisms that may be available to address on discrimination or prejudice in media content.
