In improving active response and recovery operations, the Comprehensive emergency management plan (CEMPS) has incorporated a functional approach that groups the types of emergency assistance to be provided into Emergency Support Functions (ESFs) and groups recovery tasks into Recovery Functions (Zdziarski, Dunkel, & Rollo, 2007). To develop a Comprehensive Emergency Management Plan, Bellevue staff in close supervision with the jurisdiction emergency management should be able to deliver administration, investigation, planning, publishing services and best practices required to develop a complete CEMP.

Improving a comprehensive Emergency Management Plan should include all the emergency functions and responsibilities that should be executed by the community during the tragedy (Schafer et al., 2008; Philips, 2015). The availability of emergency support functions, which encompass the response elements of a comprehensive emergency management plan, is very critical. Each authority ensures the schedule works efficiently. A comprehensive emergency management plan is sometimes limited since it's not meant to deal with every potential scenario that could happen during an emergency but rather, creates a flexible framework that can be significant in organizing and delegating responsibilities during a response (Zdziarski, Dunkel, & Rollo, 2007; Schafer et al., 2008). Therefore, collaborating agencies may have limited ability to respond to the situation and available resources at the time of the disaster. Nonetheless, in the events of severe destruction through the Puget Sound region, basic survival resources may be in need. Bellevue College does not have enough supplies and infrastructure for extended research.

Conclusion

A comprehensive emergency management plan is one of the most critical tools needed in times of emergency. The plan provides effective steps to be followed while responding to an emergency. However, it is crucial to underscore the fact that prior training is critical in ensuring that the emergency team responds and handles the emergency situation in the most effective way. Therefore, organizations need to invest more on effective training and creation of awareness in order to boost emergency team members' skills, knowledge, and experience.
