The Texas economy is mounting steadily; nevertheless, those drafting the budget are having it rough to come up with a balanced structure. The rate of joblessness is dropping, and the revenue levies are increasing, but the high revenue allocated to the state's highways and medical programs are taking a significant sum of the whole budget. During the previous year, the budget writers allotted fewer funds to the Medicaid, which together with public education are awarded more significant shares of the state's budget.
