The natural world program seeks to address the risk of social isolation among senior people in society. The process starts by identifying pets that have been abused and senior people at risk of isolation so that they take care of the pets. However, they will care for the pets with the support from the organization and this suggests that there is a need to solicit funding to support the implementation process. Before offering the pets to the senior people, they will first undergo rehabilitation where they will be provided with food and medical attention. The program targets seniors aged 60 years and above. Importantly, each individual will receive a pet that would match their lifestyle. The process of offering pets starts with applications from senior members and their family members would help them apply for the pets. Maryland State has a significant number of elderly people who qualify to own a pet. Since pets and senior people have different lifestyles, seniors will get educational training to know how they will take care of the pets. The program aligns with the vision and mission of the corporation regarding charity and educational aspects. The program falls under charity and education since it involves the education and training of elderly individuals in society to keep them busy as they also participate in preserving the environment. The US Department of Education supports various educational programs by providing grants and it will be a great pleasure to support the program. Therefore, the program aligns with the mission and vision of the department of education that seeks to improve the living standards of elderly people in society.
Statement of Program Need
The pet adoption program is a plan that seeks to rescue pets that have been abused and engage senior people at risk of isolation. The individuals must be aged 60 years and above to qualify for the program. The risk of isolation is high among individuals aged 60 and above. At this stage in their lifecycle, they have limited engagement, suggesting that they have plenty of time to engage them in various activities. There is a need to invent a program that would improve the participation of elderly people in social activities. Conversely, many pets are being abused. They do not have caretakers; hence, they undergo a life of torture and suffering. Therefore, the pet adoption program will offer mutual benefits to pets and senior people.
The direct beneficiaries of the program are senior people. They will undergo training about how to take care of the pets with the support from the organization. Besides financial gains they get from the organization, the program will enhance education regarding the importance of taking care of pets in society. They will become ambassadors of taking of pets; thus, changing the overall perception about abused pets. Secondly, society will also benefit in the sense that the environment will be tidy and individuals will be comfortable moving around without seeing abused pets. It is because abused pets can sometimes become violent and scaring. Also, abused pets will benefit from the program since they will be taken care of with the provision of adequate food and medical attention. Therefore, the program is beneficial to different stakeholders.
NPO Experience
The corporation has the capability of implementing the program as long as there is sufficient financial support. First, the organization has a skilled and competent program manager, specialized in various projects with an experience of more than 20 years. Having worked in the department for more than 15 years, the program manager can design the program and ensure stakeholder support and execution requirements in various stages. Any successful manager must possess skills, such as stakeholder engagement, effective communication and problem-solving. However, the manager will not implement the program alone without the input of others; hence, they will use their skills to get everyone on board.
Secondly, the organization has implemented similar projects in Maryland. For example, the organization implemented a program called save the pets that focused on sensitizing the public about the importance of upholding pets. Based on lessons learned from previous projects, the program manager is determined and competent to execute the program successfully. Program managers learn from their previous mistakes and document everything that went well and what needs to improve in future programs. Therefore, previous projects have improved the experience of the corporation to implement the program of adopting pets. However, every project has unique challenges, but the team has built partnership with stakeholders and developed a contingency plan to overcome potential challenges.
Additionally, the project management team has aligned the program vision with the mission and vision. The project management team has the capacity and has developed program goals that align with organizational mission and vision. Developing a program mission singularly could lead to a conflict of interest between organizational interests and program expectations. In the process, there can be a disconnection, leading to organizational politics; thus, affecting harmony in the execution process. Therefore, it can undertake the project successfully since it has gained consensus.
Project Approach
The program team will use a phased approach to delivering the plan. The approach involves breaking down the project into phases to ensure completion of a previous stage before moving to the next. So far, the project has completed the first phase, which is project initiation that involves identifying project level and goals and objectives. It defined program scope after conducting an extensive feasibility study (Philbin & Mallo, 2016). At this point, the team involved stakeholder analysis and abused pets, as well as the funding sources. The step was critical since it gained consensus among stakeholders and project deliverables. Therefore, it identified senior people and abused pets as the critical components of the project.
The program is at the planning stage. After successfully developing project deliverables, it is time to seek funding from various organizations to support the implementation process. The program manager is developing a funding proposal to secure funding. Structured planning is essential since it helps to manage resistance and mobilize resources required (Massiwa & Ian, 2015). The next critical stage is implementation. After securing funding, the program manager will identify abused pets in Maryland and identify 510 senior people to become pioneers of the project. Since the program is at its initial phases, it will focus on senior people in Annapolis before taking the activities to other cities.
At this point, it is clear that the program targets abused pets and senior people. The next thing is to gather abused pets and take them to rehabilitation centers to get medical attention and other social amenities. Rehabilitation will take four months after which they will be offered to senior people (Philbin & Mallo, 2016). While the abused pets undergo rehabilitation services, the senior people identified with all undergo training for two months. They will be attached to rehabilitation centers after the training so that they get conversant with the pets that meet their lifestyles.
The final stage in delivering the program is offering pets that have undergone rehabilitation to senior people to take care of them. The support the organization offers to the senior people includes financial support feeding the pets and offering medical services (Massiwa & Ian, 2015). Also, they will undergo regular training to develop their skills on how to take care of different types of pets. To sustain the program, the project manager will encourage volunteers in society to take care of the pets. However, they will occasionally get some financial support before full recruitment into the program.
Funding Requirements and Sources
Pet adoption program requires $ 5,514,242 to implement. The current source of funding is fundraising. However, the project team is not sure about the extent and reliability of fundraising. In this regard, the proposal seeks to raise $ 4,514,242 from the US Department of Education while the fundraising is expected to raise $1million. There are two types of expenses in the process of implementing a pet adoption program. They include program expenses and these are costs directly associated with programs, and they include salaries, pet adoption fees, and pet food. The second category is supportive expenses, and they include supplies to the offices, vehicle-related expenses and repair and maintenance.
The program will not succeed without adequate finances to support direct and indirect expenses. For example, the project management team must have adequate funds to buy medicine and food and medicine for pets to make them healthier. Pet food will take 5.4% of the total budget and the medicine will take a portion of 1.7% of the total expenses. Each pet will cost $300. However, the prices may differ depending on the breed. The program will identify specific areas where to keep the pets before offering them to senior individuals. The budget allocated for the broadcast program is 1.2% of the total cost. The broadcast program helps to inform the community about the pet adoption project and how seniors can apply to have one or more. Office supplies and pet transportation will cost 1.3% and 0.16% respectively, while repairs and maintenance would cost 1.5% of the budget. The adoption process and office supplies will cost8.5% and 3.0% respectively. In this regard, program expenses will cost 84.4% of the budget and 15.6% for support activities. Consequently, the focus is on efficiency in programs. Appendix A below illustrated a comprehensive budget for the program.
