Reasons for Placement
Ukraine is placed under Tier 2 since the government does not completely conform with the lowest standards that are set to eradicate trafficking, but it is making very significant efforts to help in eliminating sex trafficking.
The children in Ukraine orphanages as well as in the crisis centers are vulnerable to human trafficking in Ukraine since the government has not shown sufficient efforts aimed at reducing the participation and involvement of the child in sex tourism that exists among the Ukrainian nationals.
The other reason is that the Ukrainian government has not fully devoted its resources to the investigations of human trafficking crimes as well as making any meaningful efforts to protect the victims that have been involved in human trafficking. Ukraine should allocate more resources to enable the police and detectives to hunt down human traffickers and bring them to justice. The government together with the NGOs should provide information and educate the citizens on human trafficking and how to avoid being lured into it. The government should also pass very tough laws and heavy fines and sentences for human traffickers.
