When planning for sports and other major events, the first step is to do an analysis of the programme. The analysis is geared towards determining the organizational needs and the capability of the infrastructure to be used. The analysis will also determine the human resources which are available as well as the standard procedures of operation which is a norm in the sports industry. The information is then used to conduct the feasibility study. The feasibility study is a process through which the viability and practicability of a particular project. In this process, a determination is made whether the existing project can serve the intended purpose or some more facilities need to be added. Furthermore, this will determine whether the sporting event will continue, canceled or some modifications have to be done before the project continues (Lussier, & Kimball ,2014). If projects are not well planned from the initial stages until the implantation process begins then the chances of them failing are very high.
The evaluation of the cost, quality and how it relates to the planning of a sports project will illuminate the sports students and all those who are enthusiastic on sports to understand how projects can be efficiently completed without any hitches. The study also includes the assessment of the amenities, size of the facility, location, and other inclusions (Gardner, 2013). This study will critically assess the cost and quality and the relationship they have project t planning, organization, leading and the evaluation in the Singapore Sports Hub.
The Question and Response
The systems theory which was developed by Hegel in the 19th century was meant to explain the historical development as being a dynamic process. The theory investigates the principles which are common to all the entities which are complex as well as the models which are used to describe them. In this theory, a system comprises of four main parts: the variables and objects in the system; the properties of the system; the existing internal relations amongst the objects in the system and the environment where the system operates. For the success of any sports project the planning, organizing, leading and evaluating are very important. Under vision 20130 the Singaporean government came up with a master plan of ensuring that the country becomes a sports hub and gives a competitive advantage in the region(Gabor, 2012). The government issues tender documents in 2005 with the aim of designing, constructing, financing and operating an entertainment and lifestyle hub for the next 25 year.
The country did not only want to construct the sporting facilities it also wanted to have an impressive retail shop as well as a huge commercial space. The global crisis of 2007 to 2010, did the project to delay and the delay led to escalating costs hence doing the project to be very expensive. The timelines set in the initial stages were not met. Equally, the government incurred extra expenses because as the project delayed the costs went higher. The cost of the project rose by 1.33 billion dollars, and the government was forced to enter into a private-public partnership for the finance and operation of the project. The contracts on construction were signed in 2010, and the project t Began and was eventually completed in 2014. Though the government never paid anything upfront, it bore the cost of construction and operation of the sports hub. These problems which did the project to delay and be costly can be attributed to poor planning and leading because at the initial stages the planners should have factored in the risks. Since they did not do that, it led to wastage of essential resources.
The project t would have been successful if the management of planning, organing, leading and evaluating had done their work well. The planning stage is important in any project because this is the stage where the strategies on how to complete the project are laid down. At this stage, the risks which might make the project not to succeed are analyzed, and the mitigation factors put into place. Then the organization of the plan should be thoroughly done while ensuring that any hitches are minimized.The leading and evaluating of the project from the start till the end will help I identifying any setbacks that might make the project unsuccessful ( Gardner, 2013). Therefore, there were the processes which were not properly done leading to the stalling of the project which eventually led to other problems.
There have been several project management in sports. For instance, according to Asanga (2014) there should be several steps in project management in sports. He explains that the first step should be the initiation of the project t whereby the project managers are expected to have a thorough understanding of the project requirements, the constraints involved, risks and the assumptions. This is the phase at which the roadmap of the project is to a draw, and the way in which the map can be accomplished are drawn9 Asanga, 2012). This kind of understanding will make the project managers begin the project t without thorough knowledge on how to mitigate the problems if they arise and how to minimize the risks involved in the project. He goes further to say that the complexity of the business plan depends on the project terms of the people involved as well the finances. The project management plan should contain the time required for the project to be completed, the costs involved and how to ensure that the project is of the highest quality. He, therefore, posits that this is one of the reasons as to why projects fail, delayed or completely stall. He compares the initial stage which is the preparation with the foundation of a house whereby if it is bad then definitely the whole house will collapse. He says that before the project t begins the feasibility study should be conducted because it is the one that will give the true picture on the viability of the project being implemented.
On this phase, he argues that a project t charter is important because it is the one that spells out the duties and responsibilities of the project managers as well as other expectations. The other issue that the article explains is the setting of goals.He says that in setting goals effectively the following should be answered: Who, when, what, which and why. Firstly, the most important goals should be identified, and an assessment is done to identify what is required so that they can be achieved. The goals need to have the timeframe and the individuals who are in charge of ensuring that those goals are achieved within the stipulated time.
The article explains how the implementation of a project. He argues that this is the phase at which all the actions pertaining to the project take place. At this phase the deliveries of the project are set, changes are made to the scope of the project. Equally, the schedules, as well as the cost baselines, are effectively managed at this point. Robust communication should be done at this point, and all the stakeholders should be involved. Finally, all the procurement should be done at this point. This article, therefore, explains the reasons as to why most projects fail or delay and sometimes stall. This study will endeavor to solve the problem of the stalling of the sports project in Singapore.
Several projects have either been delayed, canceled or have stalled Singapore due to human factors that can be contained. These failures have cost the government a lot of extra money which would have been used in other development projects. It is therefore important that the project managers follow the laid down guidelines in ensuring that the projects under them succeeded (Lussier & Kimball, 2014). The planning, organizing, leading and evaluation of projects should effectively be done because if not then the projects are not likely to be completed as stipulated in the project plan. The following recommendations will help the projects in Singapore more especially in the field of sports to succeed:
- The project t planning should be effectively done because it will determine the success or failure of the project
- The charter of the project should be well established
- The project should have an elaborate implementation plan(Gabor,2012).
- If all the above recommendations are adhered to, then the chances of projects being completed without any form of delay are very high.
