Introduction

Health issues play a significant role in derailing the provision of services in most health care institutions. One of the significant health issues that are affecting the members of the public who also happen to be patients of these health care facilities is the issue of most individuals lacking the financial capacity to afford health insurance. Health insurance is a form of medical cover that performs a vital role in covering the costs of healthcare for patients across the state. However, in analyzing the insignificance of health insurance in the society, most real-time instances have managed to indicate the ineffectiveness of healthcare insurance in catering to the multiple health needs of individuals in the community. The healthcare insurance is expensive in nature which means that individuals belong to the middle class and the upper class having the financial capacity to afford health insurance. However, in analyzing the financial ability of people about the low socioeconomic status, it is quite evident that a majority of these individuals being unable to afford health insurance to cover for their medical costs. In analyzing the ineffectiveness of health insurance from the perspective of most individuals being unable to provide health insurance, the state through the various stakeholders that are present in the healthcare field should carry an in-depth evaluation with the primary aim of creating strategies that will enable the public can either access healthcare services for free or at a low cost. In analyzing the contentious statement, I support the position that health care services should be rendered for free or at a low cost to the multiple patients that are present in the community for individuals who lack the financial capacity to afford healthcare services.

Health insurance was introduced in the United States in 1970 in which the legislation that was enacted aimed at ensuring that individuals that are present in the community would be able to have easy access to medical services in the healthcare organizations. The healthcare insurance policy was drafted for the primary purpose of offering quality healthcare to the multiple citizens of the nation. The health insurance coverage majorly focused on significant medical coverage. The other significance of health insurance was aimed at controlling the high cost of medical cover to the multiple patients of healthcare facilities. However, in analyzing the policies that had been drafted to mitigate the incidences that were related to high costs of medical care, the health insurance cover has been ineffective in catering for the health expenses of the treatment services that they acquire from healthcare facilities. The health insurance policy has significantly enabled most health insurance companies to benefit from the health insurance policies that were enacted in the past by the decision makers that are present in the healthcare field. The health insurance companies have expensively charged the cost of their health insurance which plays a significant in derailing the health mandate of the health insurances in the community. Statistics that have been conducted have indicated that most health insurance companies have been reporting high profits which they happen to acquire at the expenses of the citizen who are supposed to benefit from the health insurance cover. In analyzing the health injustices that are being performed by multiple health insurance companies, it is evident that a majority of citizens in the state have been unable to enjoy the policy that is related to health insurance.

The expensive nature of health insurance has been an attributing factor that has led to a majority of the citizens to opt out of the health insurance scheme. Statistics that have been released recently have managed to indicate that a larger population of the United States citizens is not insured due to the expensive nature of the healthcare insurance system. The fact that a majority of the larger community of the United States have not taken up health insurance cover is among the significant reasons that have led to the issue catching the attention of the policymakers at the top management. A majority of the citizens belonging to the low-income earners feel that paying for the health insurance covers will play a significant role in enabling individuals to fail to cater for the other essential basic needs of individuals in the society (Aron-Dine et al., 2015). The issue seems to be affecting people belonging to the low socioeconomic status and middle-income earners. The health insurance covers seem to be benefiting the high-income earners and the middle-income earners thus leading to low-income earners being sidelined in the health insurance policy. The other primary element about health care is the failure of the Obamacare policy which a form a health insurance policy that was enacted by the former regime. The strategy aimed at covering for the health expenses of the citizens of the United States (Finkelstein et al., 2015). However, Obamacare has been ineffective in its mandate as the policy seems to be benefiting the middle-class citizens rather than benefiting the entire population (Finkelstein et al., 2015). People belonging to the upper class are subjected to pay more for Obamacare, and the low-class individuals in society have failed to benefit from the policy (Baicker et al., 2015). For the above reasons, the health care services should be rendered for free or at a lower cost to the multiple patients to ensure that all citizens have access to healthcare services in the state.

Policymakers Opinion

Many important policymakers are involved in dealing with the issue relating to the creation of healthcare services at either low costs or free of charge. The legislators that are present in the state are usually tasked with the sole responsibility of the nature of legislation that affects the health field. The legislators who are members of the Congress have carried an in-depth analysis of the health insurance system of the United States to determine the effectiveness of the health insurance system present in the state. However, there has been a mixed reaction from the legislators as some happen to support the notion that there should be a health system that will ensure that all citizens can acquire healthcare services at lower costs and other medical services should be offered for free (Whiteford, and Weissman, 2017). The legislators have been quick to point out that the health insurance system has been benefiting the health insurance companies rather than the citizens who should be benefiting from the health insurance policy. The other aspect of the health insurance policy that has been identified by the legislators is the expensive nature of the health insurance as a majority of the citizens have been unable to afford the health insurance covers. The legislators are advocating that the state needs to create legislation that will perform a vital function in reducing the costs of healthcare as it will enable a majority of the citizens to have access to healthcare service in the state.

The other significant stakeholders that are present are the government regulators who play a significant role in controlling the activities that are related to the healthcare services in the states. Department of Health and Human Service is among the regulators that are present in the countries that have been on the forefront in spearheading the move for the state to either offer the health services at a lower cost or for free. The primary reason of the Department of Health and Human Service supporting the notion is because the regulators have been quick to note that the larger population has been unable to access healthcare insurance cover in the state (Morgan et al., 2018). The Department of Health and Human Service has pointed out that the high community absconding from taking up insurance cover is an attributing factor that the health insurance policy has failed in its mandate in ensuring all individuals have access to health services (Aron-Dine et al., 2015). The Department of Health and Human Service officials have for this sole reason advocated for the legislators that have been embedded in the healthcare system to reduce the cost of healthcare or ensure citizens acquire health services for free to increase the effectiveness of the healthcare system.

Nursing Involvement and How the Issue Affects Nursing

Nurses usually take an active function in drafting the multiple policies that are related to the healthcare field. Among the issues that affect the role of the nurses is the issue of health insurance policy. In most cases, most medical practitioners have been entangled in an ethical dilemma as they have been faced in situations that have led to the majority of the patients being denied to access of healthcare services due to the lack of health insurance policies or the high nature of the system. However, due to the experience that nurses have regarding the ineffectiveness of the health insurance policies, the nurses will be involved in the creation of the health policy and implementation of the plan into the systems of the healthcare organization. In this case, the nurses will be included in addressing the issues as they will play a significant role in identifying the medical services that will be offered free of charge by the medical institutions and the medical services that will be provided at a relatively lower cost. Medical services such as surgeries will subject the nurse to offer the amount that the state will have to subsidize with the primary objective of ensuring that the policy on free health services does not affect the operations of the healthcare institutions.

The other primary technique in which the nurses can be involved in the initiative is through creating awareness about the benefits of the program to the patients. In recent years, nurses have been on the forefront in advocating for transformation to the policies that are related to the healthcare system (Brown et al., 2018). The nurses will be able to edify the patients on the initiative of the free medical program that will have a significant impact on the healthcare system.

What Ethical Concerns Are Related to This Issue?

Multiple ethical health concerns are related to the reduction the costs of health services or offering medical services for free. Among the significant ethical concerns is increasing the healthy population in the state. One of the significant reasons that have led to a majority of the citizen to shy away from acquiring health services is the presence of health insurance policies (Prainsack, and Buyx, 2015). Creation of the health policy that will enable the costs of medical service to be reduced or allow individuals to have access to medical health services for free will play a significant role in increasing the healthy population of the state (Rayan et al., 2016). The policy will be highly ethical as a majority of the citizens will have access to medical services thus leading to a significant increase in the quality of life to multiple individuals.

The reduction of the costs of health services or delivery of health services for free will assist in ensuring the general population building confidence in the healthcare system of the state.
