The paper focuses on the connection between the performance in the labor market and the students in higher institutions of learning who have less proficiency or workmanship. The paper uses mathematical theory, the regression discontinuity design on the students that are at the edge of pass mark either on the upper side or lower side of an exit exam in high school. The findings show that most of the individuals that are slightly above the pass mark go for Science, Technology, engineering or mathematics, and good colleges. It also leads to better earning in the workplace.

The research seeks to examine government involvement to curb the rising fees that is noticeable from the year 2005. The information used was collected from 50 states and 540 institutions of higher learning. The results indicate that there are only two ways that are most appropriate to the students. These are finding ways to encourage the institutions to reduce the fees and assisting students with some money to help them settle the fees.
