Introduction

The purpose of this report is to help the law enforcement agencies to reduce the violent incident between the citizens and the police officers. From the police executive view, the accomplishment of this objective is beneficial in two ways. The first idea was to enhance the safety of the police officers and the second way was to foster the atmosphere of mutual respect and cooperation between the citizens and the police. This essay will, therefore, give a basis on how the police department can be accessible to reduce violent confrontation between the citizens and the police. Equally, the chapter also offers a frame of references that will be used by the police to make decisions, implement programs, develop policies and guide the manner that each department manages to control the police services to the citizens.

The History of Police

Policing has always been a dynamic that professionally began in 1829 by Sir Robert Peel. The relationship between citizens and the police in the past was known to be a progression from the political era notably when the Americans introduced the police system in the early 1840s which later stretched to the 1970s to the communist era (Greene, 1999). Research has shown that when there is a lack of minority policing during the political period, the police strategy could not be influenced. During this time, the approach of police relied on the law even though the communities of colors remained unprotected (Greene, 1999). Today, the era of policing has become a requirement where the community partner together responsive to the police department. The study also showed that the precondition had not prevailed the minority citizens.

The Culture of the Police

The police department must have a culture that reflects on the beliefs of the organization. Such beliefs focus on the recruiting department as well as the selection procedures, practices and policies during training and development of the law enforcement situations (Alpert, 2004). All police departments, in this case, have developed cultures. The question here is the importance of culture and how it has been designed without guidance or benefit. A few policy agencies, for example, have made police to use force, and this was not the idea. When this is implemented, it creates a deal of administrative attention that ends up reflecting the cultures used by the specific departments. Contrast to that, a department that does not view force as abnormal usually views polices poor because it does not provide the officers with guidelines that will improve their work.

It is therefore vital to ensure that the culture that the officers use that not involves force as a way of using power in solving issues. In the past, essential processes have been used to improve the relationship between the community and the police. However, there was an issue that created friction between the two parties when it came to color and race. Since then this has become an issue for many years to the point that it became a public awareness. Since this is an existing problem, attention that relates to the culture should be given consideration, particularly to the police. The proposal now gives a clearer picture that the effectiveness of the organization determines the idea embraced by the police departments. This type of culture is designed in a way that it defines how the police play their role based on they serve the community. The critical concern in this organization is the nature of the culture and the effects it has on the system's beliefs if it complies with solving conflicts.

The Issues in Policing

When carefully observed several concerns on policing had been raised. Most of them were developed from programs that address specific problems that only supported the funding's around the police departments. Such programs included school resources officers, community-oriented policing, and police community programs like gang and drug reduction programs and Midnight basketball programs (Correll, Park, Judd, Wittenbrink, Sadler & Keesee, 2007). Even though these systems generated positive contributions to the community and the police organization, they failed after funding was cut when the police were unable to integrate in their day to day operations.

Most programs that were previously implemented never had an understanding of the factors set to solve the problems. The growth of private and public funding also brought in a grant writing for law enforcement and the local government. Competition and interest in the award focused on several factors that measure the success of law enforcement and how it measures the success of the local officials when it comes to outside funding. Even though it may be proficient while granting this proposal the positive results will show the achievement through programs that may be popular to the community. Such applications may be funded through the recruitment and selection of officers, diversity changes, cross-cultural communication, and immigration-related policing problems.

Challenges about community attention and police-citizen violence should get considerable media attention to offer a solution that helps fund the programs. Police management software is another program that can be used to track activities of individual officers through custom factors such as accidents, written complaints, assignments and incidents to help alert the law enforcement. The solution, in this case, does not rely on technology only but by also implying positive values that enlighten the philosophy of police laws. This is done by addressing all contemporary problems by assuring promises that will be fulfilled.

In case violence takes place between the citizens and the police complex solutions must be put in place like embracing the violent act. There is also a solid legal basis from the law enforcement standpoint particularly when force is used. However, the best way to clear the violence between the citizens and the police is by focusing on the police since they are the ones that exercise strong interactions.

Developing the Set of Values

The concept of expanding the set of values does not necessarily mean coming up with a lengthy list. Instead, a list of essential values needs to be taken together with what the organization considers important. It, therefore, the role, of the department to design a culture that is service oriented and those that reflect the values of the organization. In short, the importance of the benefits is not quantitative but qualitative. The essential of this role falls under the police chief by ensuring that the departmental values are articulated through the organization (Rojeck, Alpert & Smith, 2010). To accomplish this, it is the role of the chief leader to make sure that the system is useful when it comes to communicating the values. Such factors include using and reorganizing the informal organizational structures.

This system is vital because the costs are transmitted through the informal process as well as the metaphors, legends, myths and the chief's personal views. Every police department, in this case, will also develop a set of value that reflects the benefits of the community. A general set of policies is also embraced to serve as a framework of build up to ensure the local needs are met. It is also the role of the executive to make sure that each department has been considered based on the importance of the values of the department (Klinger, 2017). Each system, in this case, will have a consensus of the departmental values each member holds. What follows are the values of good policing that can springboard the formulation of the department.

Principles to Be Facilitated in the Police Department

For the system to be capable, all societies must have policies that are maintained. Not only will the police be taught how to keep order but also be consistent in supporting the democratic of the government. It is therefore incumbent to make sure that laws and order are embraced through services that preserve and extend the values of citizens (Hudson, 2010). In this context, it is vital that the police become the living expression to portray the meaning of the laws of the government. The police must also protect the rights of every citizen by respecting the constitution to the point that they consider their role of preserving the structure as part of their responsibilities to make them essential individuals of the government.

Making the Police to Preserve the Human Life

The police department must believe that the lives of humans are precious. In this perspective, all the departments will prioritize their operations to protect the lives of people. Such steps can only be made possible in two ways. The first step is by allocating resources that meet the demands that prioritize the life-threatening situations of the citizens. The second way is that even though the society has the authority of making the police to use force, their actions are also justified under the laws that align with the philosophy humane and rational social control.

Making Crime Prevention the Number one Priority

The primary mission of the organization is to prevent crime. Even though the logic makes sense, the best way to stop violence between the police and the citizens is by preventing crime to places the resources of the department straight. Such processes improve the quality of life of all citizens (Greenleaf & Lanza-Kaduce, 2015). The method also reduces fear generated due to the perception and reality of crime. To facilitate this, the police departments need to share the responsibilities that give mechanisms that collaborate with the community as well as identifying their challenges by developing challenges that will solve their issues. It is, therefore, counterproductive to ensure that the police are isolated from the city to make sure that they don't share the same working space.

The Accountability of the Police

As known, the police is not an entity but a government department that exists purposely for serving the public through the provision of security. One crucial element that makes them accountable is openness. In police work, secrecy is not only unwarranted but also undesirable. When one is responsible, it means that they are responsive to the challenges the citizens face (Hartjen, 2012). This means that police resources must be managed because their power comes from the consistency of the government

The primary role of the police is to serve the citizens. To facilitate this, the department must observe how their function helps the citizens and how it adheres to the code of ethics. The only way this is made possible is by guiding the police department with the law of ethics. As a result, the police makes sure that it maintains the systems meant to promote disciplines to its members.

Maintaining High Standards of Integrity

In most circumstances, society puts its trust in the police. This means that they must be in a contractual arrangement to ensure the confidence is maintained. It is the role of the police to be mindful and not to violate the trust between them and the community. Each police member, in this case, must make sure those high standards of life for each citizen is maintained. They will only do this by representing their department through the law and the government (Gelman, Fagan & Kiss, 2007).
