Introduction

According to statistics, the 115th United States Congress identifies as the current assembly of the law-making branch of the United States central government. The United States Congress composes of the Senate and the House of Representative which are divided into the majority and minority party. The majority involves a political party having the electoral strength that provides room to win control of the government whereas the minority party defines as a political party with minimum electoral power hence challenging to gain control of government unless in avoidable circumstances. The party in the majority of both the House of Representatives and U.S. Senate is the Republican Party while the party in the minority is the Democratic Party. In addition to that, the majority leaders are Kevin McCarthy, majority whip Steve Scalise while the leaders holding the minority seats are Minority leader Nancy Pelosi and Minority Whip Steny Hoyer.

In the U.S Senate, the Republican Party composes of 51 members, the Democratic Party made of 47 members while the independent party comprises of two members. According to the House of Representatives in the year 2016, the house has 435 members with 5 delegates and 1 resident commissioner (Office of the Clerk 6). Under party division, the house has 235 Republicans, 193 Democrats, and 0 Independents with 7 vacancies.

Over the years, police brutality has been on the rise across the nation. Statistics indicate that police officers use excessive force and serve as the most severe violation of fights throughout the country. As a member of the Congress, I would address the issue of police brutality due to several reasons. They involve, it leads to death in cases where an individual has major internal injuries, hospitalization that leads to the increased hospital bill, for emotional and mental brutality, consequences include worthlessness, emotional manipulation, and sensory deprivation. Police brutality also has impacts on the police officers such as handing over the gun and budge after reports are made on brutality, an individual also faces internal affairs where an individual's life is under investigation. Police brutality has an impact on the victim at stake, the general public, the police department, and the police officer. Police brutality has cons other than pros since the police should not subject an individual to cruelty. Furthermore, an individual is innocent until proven guilty. The drawbacks of police brutality include death, injuries to the victim, loss of career of the police officer when proven guilty of the offense, and sensory deprivation. The committee to send the bill to is the U.S. Senate Committee. The Senate composes of two senators from each state. The legislatures make the selection of the two senators. In the United States, the party affiliation of each member of the two democratic U.S. States is 51 Republican members, 47 democratic members, and 2 independent members.

When in the house, the bill will be passed by a simple majority of 218 out of 435 then directly moves to the Senate and passed by 51 out of 100 (Legislative Activity, par 4). During the passing of a bill, the party affiliation tends to affect the bill when subjected to voting whereby a party with fewer members becomes vulnerable.

When the bill reaches the house floor, the votes expected are 230 for Republicans, 190 for Democrats and 0 for the independent. On the other hand, the required votes from the Senate include 40 votes from Democrats, 45 for Republicans and 1 independent hence 2/3 of the ballots achieved to pass the bill (Floor Proceedings, par 5).Yes, the bill will survive in the Congress since the issue of police brutality is on the rise across all states in the US. Furthermore, statistics indicate that police brutality causes the highest number of deaths and injuries of people in most countries.
