Abstract
It is evident that technology has reached a point where every person is relying on it, and it has taken control of most of the things that people do. People are living in a world of computers, iPads, palm pilots, tables, GPs and also iPods. The society today is structured in such a way that nothing can be done without technology. In that case, there is a need to develop a better understanding of why this is taking place and some of the initiatives that have been put in place to make sure that everything is running or taking place as per the set expectations. Some schedules are now prepared with technology, and also communication is done using technology showing that everyday activities are based on the workability of electronic devices.
Arguably, Information and Communication Technologies play an essential role in securing and aiding the achievement of sustainable development goals by spurring and stimulating economic growth across several countries globally. However, due to the rapidly changing nature of the government, as a result of modern technologies which expand the capabilities of both private and public sectors. According to Garson (2007), it is imperative for the modern Pubic information Technology systems, to examine most of the crucial aspects of managing technology in the public sector by developing and formulating suitable policies which mainly outline the bridge over the digital divide in the public sector organizations.
Purpose of the Policy
Technology has taken over so many industries, and therefore media is interchangeably used with the language aspect. For example, watching television can be both technological and at the same time act as a medium of communication. Another example is the use of the internet as a medium as well as technology. These differences, however, show the close relations of media and technology (Teaching in a Digital Age, 2018). The present times make use of these two terms often because they cannot be missed in every day's activities. Hence, media and technology can be understood through the use of internet which acts both as a booming technology and at the same time a medium of communication.
The development and adoption of technology in several countries in the world including the United States of America occur through various intricate systems that involve several individuals and organizations. According to Garson (2007), several Nations in the world are facing challenges when it comes to the formulation of modern public information communication technology policy development framework which is capable of providing equal benefits to all the stakeholders involved.
In recent times, technological advancements have been made on the internet, and now it is used as a medium of information exchange and as a representation of the booming technology. In this case, it is difficult to talk about internet technology and leave behind its ability to act as a media to socialization, personal and other cultural contexts. For instance, many people rely on the internet both as a technology as well as a medium (Teaching in a Digital Age, 2018). In this case, they use it to converse with other people in the world and share either personal or professional information. Hence, it is essential to understand that the internet helps in the everyday conversations that occur in social media platforms.
Without the technology of the internet, people would still be living in the olden days whereby they used different means of communication such as horns or smoke. However, those days have passed, and right now people are living in a digital world which enables them to enjoy the benefits the internet provides as a technology. The Internet has also been used in many educational institutions as a medium for seeking or instead researching on specific information.
In this project paper, I will discuss the modern public information communication technology policy. The primary purpose of this policy among other things is to facilitate a sustainable economic growth, reduce poverty, promote equality and social justice, and spur investment and innovation in ICT as well as in ensuring universal access of ICT services among all people. Besides, the formulation of modern public information communication technology policy will be of great significance as it will enable the government to integrate technological, social and economic objectives thereby improving the living standards of its citizens. Moreover, it will help in narrowing the digital divide that is usually characterized by unequal access in the usage of ICT both at national and local levels. Therefore, the adoption of modern public information communication technology policy will help in bridging the digital divide particularly in public service organizations that make use of ICT.
Jurisdictions that have developed policies to bridge the digital divide The digital divide tends to dis-empower, classifies, and leads to dependency. Ideally, the main question is how to develop and formulate effective policies to help in addressing the digital divide problem. Politically, the main intriguing idea of stabling and implementing modern public information communication technology policy to help in narrowing the digital gap clashes with the understanding that each nation has its own legal and political framework. According to Garson (2007), the power of accessing information and technology is essential in everyday global operations in different dimensions of society whether be it economic, social or political. Notably, different jurisdictions have established different information communication policies to help them in addressing the digital divide gap. In this paper, I will focus on three jurisdictions have developed policies in an attempt to bridge the digital divide gap that exists between individuals and their capability to effectively and efficiently have access to the digital technology. The three Jurisdictions that I will discuss in this paper include; Mexico, Nigeria, and India.The evolving Public policy in promoting Information Communication Technology a Case study of MexicoFor several decades, Information Communication Technology has greatly stimulated economic growth not only in Mexico but also in the other parts of the world. For instance, the internet is one of the most prominent technologies has led to the growth of education, trade, and learning. The penetration of information technologies such as the internet in Mexico faces a lot of challenges; however, formulation of public policy has played a pivotal role in addressing the digital divide gap (Valenzuela & Ochoa, 2018). Arguably, the widespread diffusion of Information Communication Technologies poses a great challenge for policymakers. Even though Information Communication Technologies have a lot of benefits such as solving social and economic problems, several prerequisites must be fulfilled before these benefits are realized. To realize the advantages of modern technological infrastructure issues, capability and technical issues must be addressed first. According to Valenzuela & Ochoa, 2018), the public policy in Mexico aims at ensuring universal access of ITC among its people as one way of bridging the digital divide gap.
The Mexican standards of communication technology was put up to address the emerging issue of the approach of corporations in including ICT methods in their activities wasn't satisfactory. It was observed that though major organizational and financial investments were put in place, a huge number of ICT investments collapsed in the long run and very little revenue was returned to the company. Over the years the use of ICT by businesses has proved to be essential where for example some prospective customers prefer to enquire and buy products over the internet. This shows the urgency of the inclusion of ICT in businesses and thus the development of another approach in the inclusion of ICT back in the business sector.
The number of people who are entirely relying on technology in Mexico has been on the rise, and this can be attributed to the fact that technology has more benefits than the advantages that it brings about. The reliance on technology can be seen from the perspective of social media; the sent if email, text messages, and also in the delivery of differing kinds of reports to the people where are connected to the internet (Ramey, 2014). Technology is currently applied in almost all fields and this cuts across, media, healthcare, transport, communication, and manufacturing and also in entertainment. All these areas have proved that people are highly dependent on technology. All these sectors prove that technology is needed when handling personal settings and business as well. This has made a face to face communion to be surpassed as people regard it as a thing of the past.
There are instances when people fail to trust technology even though it is providing them with positive results in all that they do. In that case, they become vulnerable to safety issues, and the complaints are still handled with the same technology. For example, most buildings are currently fitted with surveillance cameras that are part of the growing world of technology (Ramey, 2014). The cameras capture all events that are taking place in and out of the buildings or in any location in which they are placed. This is a way of entirely relying on technology to promote the technology.
At the same time, there is a group of people and organizations that do not rely on technology for security. They are still deploying security personnel to man the buildings, and as it is known, humans are susceptible to errors. This is proof that people are failing to trust technology. Hence, they end up being affected as a result of insecurity issues that come to play. Depending on technology in this area would have made sure that all sectors are staffed by cameras and alarms go off whenever any suspicious move is made. This is a case of under reliance on technology, and the results are always unbearable especially when they are harmful or unexpected.
