Introduction
A chief prosecutor is charged with a variety of tasks that include crime investigation that would help them decide whether or not to instigate any criminal proceedings in a court (Klement, 2019). As the chief prosecutor in charge of handling crime conducted by Very Bad Bike Club (VBBC) in the city of Virtual, my role would be to analyze the different approaches and techniques available that would be of help in ending the high crime rates. It is worth noting that a chief criminal prosecutor is involved in crime investigations together with the police hence explaining why analyzing the approaches used is essential. The investigative departments selected by the chief of police of the Virtual Police Department is reluctant to effect the changes proposed by the head of police aimed at eradicating the criminal activities orchestrated by the VBBC gang. Therefore, this paper has three sections; the traditional and practical approaches of the prosecution in handling VBBC criminal activities, the reasons behind the reluctance to change, and the motivations that would be effective in ensuring and fostering the proposed changes.
Traditional and Practical Approaches for the Chief of Prosecution's Office to Deal with Criminal Gang Activities
From the case study, it is clear that the office of the prosecutor in the City of Virtual deals with few cases of specialized gang units when the problems resulting from increased gang activities are prevalent in the region. The conventional approach to dealing with the gang activity in the city of Virtual include vertical prosecution where one attorney or groups of attorneys deal with a particular case from its inception to its conclusion (Jackson, 2004). In most cases, vertical prosecution techniques are often combined with different other strategies that include the proactive community policing. Proactive measures entail stopping a criminal activity before it happens or participating in the initial processes of investigation (Bjorgo, 2019). Some of the examples of proactive measures include interviewing gang members, talking to witnesses, and providing witness protection as well.
Depending on the type of prosecution preferred, the ultimate role of the office of the prosecution is to gather evidence that will provide the intent, motive, identity and criminal liability of the gang members (Troutman, Nugent-Borakove & Jansen, 2007). Also, the prosecution is in charge of identifying the credibility of the witnesses and providing them with the required protection. For all these processes to be effective, it would be the right decision for the prosecution to work with the police in conducting the initial investigation processes. By participating in investigations, the prosecution's office could identify any possible evidence, suspects, and witnesses that could aid in unmaking gang activities in the city of Virtual (Jackson, 2004). A proper investigation would avoid previous issues of lack of probable causes and plea bargaining agreements that have led to dismissals of any possible prosecution of gang members in the city. However, dealing with gang violence and crime is not a one-person affair. Instead, all the task forces gathered should work together to deal with the gang activity in the city and every office represented should understand their assigned roles.
Reasons for Reluctance to Change Approaches/Strategies
The chief of police in the Virtual Police Department came up with a strategy that unites different criminal justice systems in a bid to end gang activity. Some of the reasons for the reluctance of some departments are the fact that people have different objectives. For instance, Major Irongate believes that the gang members have changed their tactic from frequent violent unrests to drug-related profits. Irongate believes that the police should not entirely focus on violent gangs but rather criminal gang activities that include selling drugs and weapons for money and profits.
Asides from that, Dunbar, the head of Virtual Security Force is interested in the partnership for money since he believes that working with the police department will secure him other government contracts in the future. Also, as the chief of police, I believe that the police department should change its tactics by establishing probable cause before making any arrests, proper procedures for interrogation, and appropriate charging. The main intention of the prosecutor in this project is to protect his political ambitions. Primarily, this means that most individuals are reluctant to the project since they do not share similar objectives and goals and others have different views that could aid in ending the influence of the gang.
Motivations Needed to Affect a Different Approach/Strategy
Different forms and sources of motivation would be required to motivate and encourage all involved department in working together to end gang activity. One of the steps would be aligning every individual to the primary objective of ending VBBC activity in the city of Virtual. Despite all the personal objectives of all department heads, the main objective should be to end gang activity in the city.
Secondly, all the views of the different persons within the criminal justice system should be considered. The claims by the prosecutor of improving the police departments should be acknowledged and implemented to ensure satisfaction and motivation. Also, the chief of police should listen to the claims made by all the members such as Major Irongate and use them in the creation of a strategic plan aimed at ending gang activity within the city (Jefferson, 2018). Any other views of the members of the criminal justice system selected by the Chief of Police should be considered and implemented in the strategic plan since it would help in motivating all the department heads.
Conclusions
In summation, this paper primarily analyzes the role of the office of the prosecution in dealing with gang activity within the city of Virtual. The city is marred by different issues of criminal gang activity that require urgent measures and interventions. Therefore, this prompted the chief of police of the Virtual Police Department to involve other criminal justice systems to form a strategic plan that would end gang activity in the area. Some department heads were reluctant with the project and required different sources of motivation to encourage them to be involved in the proposed process of ending VBBC activity in the city.
