How would the presence of an HR department have made a difference in the Implementation?

Human resource is individuals who work in the human resource department to manage and recruit new employee in an organization. In the case of PIGAMU, it had no human resource making it difficult to put the new strategy in place. If there was a human resource department, it could have put in place proper and efficient strategies that will manage human capital functions. Presence of performance management could make it easier to know the strengths and weaknesses of certain employees. With the presence of Proper communication channel, the institution will find it easier in passing out information without creating panic and conflict among employee. Giving employee new required skills, improving their working conditions and involving them in implementation would have created less resistance as this is a role played by human resource.

If you were the President, how would you have implemented the changes?

Differently?The president implemented much of his strategies properly. On the matter of retention, the president could do it differently without causing resistance. President could create a discussion with the employee through the newly established human resource department. This strategy will make the employee feel valued as they feel the employer is listening to their issues. The president could engage them with the aim of keeping them. Equipping them with the new skills is better than retrenching them. The institution needed to train, mentor, instill a positive culture and build credibility through the use of communication. These strategies could have safe the situation by keeping employees and lower the cost of turnover.

What would conflict resolution systems you have instituted during the implementation phase?

As soon as the human resource department is in place, I will use to act as the mediator between employees and the president. The new policies brought in place should be interpreted well to the employee and act as dispute resolution center. As the president, I should be able to respond to employee complaints as captured by the human resource department. Giving powers to the human resource to determine the fate of the employee can resolve unnecessary conflicts. The president should not solely on the cases involving an employee, as this will paint him as a dictator. A positive approach to resolving conflicts should be put in place during implementation through formal or informal conflict management. All employees are made to understand that they are all working to achieve the same results to avoid conflicts.

How would you have minimized resistance to the changes?

Change in any organization may cause anxiety leading to resistance and is viewed as a normal. To minimize resistance, your expectations about bringing change should be positive. Believe in your employee, and with time they will cooperate since they want to be part of the bigger picture of the organization. Engaging employees is another factor that reduces resistance. Management should listen to the employees and learn to give feedback on their complaints. Implementing changes in stages can also help reduce resistance. All the employees should be prepared for change before implementing and give them a reason for the change. Finally, you should communicate with the employee about the changes expected in the institution using effective communication means.

What is the role of societal culture in the case?

As we see, in this case, the society was living under the culture of employing unqualified individuals just because you are related to a senior officer. Politics also played a role, as senior politicians will bring in people for their interest even if they do not have skills to work. For this implementation to be successful, all members of society should forgo their interest and work toward one goal of bringing positive change to the institution.

If the Governing Council as a consultant invited you, what would you recommend to the Governing Council and the new President?

I will recommend to the new president that he/she should involve all stakeholders in the process of bringing change to avoid conflicts. The new president should do consultations from all agencies on the best way to bring change to the institution. The governing council should give full support to the president and the employee of the institution in trying to rebuild trust the institute once had. The governing council should put their full trust in their new president and accord him/her the necessary resources required to bring back the failing institution.
