One of the major issues that I anticipate could affect the medical expansion or Obama Care in Texas is that it might be declared in its entirety unconstitutional. This comes after a federal judge in Texas struck down Obama Care in December 2018 (Hooks, 2019). The other potential issue is that there might be chaos in the insurance marketplace after millions of Americans lose their access to health care because the Texas legislature has not prepared for that disruption. Other groups have addressed such issues through the courts. Because the legality of the Act has been challenged in the court, challenging the ruling must also come out through the courts. Other interest groups, including the National Rifle Association (NRA), have used the courts over the years successfully to challenge gun laws and it is only through the courts that Obama Care in Texas can be protected forever.
In typical similar campaigns, potential coalition partners usually register as interested parties in a case before the court in a strategy that is referred to as amicus curiae which is a form of indirect lobbying. One of the popular techniques is to create a separate organization or organizations that can do the lobbying in the courts by filing briefs. Some of the examples of the success of this strategy include the District of Columbia v. Heller and Calguns Foundation, Inc. vs. County of San Mateo. These interested coalition partners can make arguments in court, putting pressure on the court to not only consider the law alone but also the profound impact of the Act on the nation. In other words, these coalition partners would take on the role of indirectly lobbying in the courts through amicus curiae especially now that the state of Texas does not have a backup plan in place.
Essentially, there are two major obstacles for medical expansion in Texas campaign- individuals bringing cases to the Texas courts and the congress. As demonstrated by the case Texas v. The United States, where twenty state attorneys general filed a suit in early 2018, the campaign might be hindered by a series of such court cases or the continuation of one case as it rises to reach the Supreme Court. By challenging the constitutionality of the Act, it means that the entire Act can be thrown out. The other major obstacle is Congress. In 2018, Congress decided to end the mandate of the law to carry health insurance. I will overcome these two setbacks by filling my case in the count to counter any court case. Irrespective of whether I win this case or not, I would plan to use the time to win the hearts and minds of the people of Texas while the courts drag in the courts.
I will hold coalition partners accountable for their roles through an elaborate set of rules and regulations. These rules would define their roles and responsibilities and to an extent their ethical obligations. According to deontological ethical theory, rules can be used to define right from wrong (Ramaswamy, 2018). Associated with philosopher Immanuel Kant, this ethical theory holds that ethical actions follow universal moral laws such as "don't cheat, don't steal don't lie" among others. Deontology is, therefore, simple. If the coalition partners follow the rules and perform their duties, they will have successfully fulfilled their responsibilities, roles, and ethical obligations.
In terms of the assessment of the potential impact or influence of coalition partners and political parties that have a stake in the outcome of the campaign, the partners that are most critical to the success of the campaign are the lobbying organizations created by the campaign. These organizations or groups are likely to follow the rules set by the campaign strictly because they are a formation of the campaign. Other affiliate political parties and grass-root organizations could harm the cause because they might have competing interests and objectives. For example, while they may share my dream for the expansion of Obama Care, they may be compromised due to their sources of funding. One political party might be more likely to advance my cause than another because they may be more aligned to my campaign objectives and strategies than another.
To manage competing interests among coalition partners, I will set the objective goals and time frames as Victor (2017). I will not mind the competition of the coalition for sources of funding among other resources. However, what I will set is the objective of the entire campaign and the objective of each coalition partner. To measure the performance of each partner against this objective, I will also set some quarterly checks (Victor, 2019). For example, by the second quarter, I would expect each coalition partner to have a certain amount and size of offices in each county as allocated in a map. This would ensure that while the partners have a certain level of healthy competition, the campaign objectives are not compromised.
