The city council rules the entire town, and about five members are elected for the council every four years with one term (Sohn & Haggblom, 2016). It helps in creating rules for the city and differentiating the making of the policies from the policy execution, and this creates professional management through the election of the nonpartisan and the representation of the broader community with the concentration of the executive roles.
All the members of the council are liable to the Mayor, who leads the city and makes powers. The lack of organization killed many people and became a major crisis in the industry. The problem was noted to be due to a lack of defective communication equipment and stated by the Mayor (Joseph & Pedro, 2016).
