It implies that the environment children grow in considerably shapes the manner in which the brain develops, and the influence from the toxic stress tends to damage the brain response making it difficult to interpret the environment efficiently. This toxic stress threatening the child's healthy growth is a serious neglect, which is a form of harmful stress often common and adversely affects the child's healthy development. It is also noted that the toxic stress response can also occur when a child experiences a long, frequent and prolonged adversities such as physical, emotional abuse, exposure to violence, substance abuse and mental illnesses, accumulated family economic hardship and lack of adult support. Depending on the toxic stress the body is prompted to develop a stress response system to help determine its effect on the body. These response mechanisms including positive stress response characterized by the normal increase in a heartbeat and a mild elevation in the hormonal level may be triggered by receiving injections and first day with a caregiver. Secondly, tolerable stress response due long and severe difficulties such as injuries, natural disasters increase risks to stress-related diseases and cognitive impairment. When corrected, the brain and other organs recover from the damaging effects.
The toxic stress response which occurs when the child experiences prolonged adversities such as mental illnesses, exposure to violence can severely damage the brain architecture and general organ system. The more adverse experience in the childhood, the higher the likely hood of developing delays and later major mental health complications and diseases like diabetes, substance abuse, and depression. This can be solved by adopting a supportive response relationship with caring adults in child's early stages of development.

There are several mental health policies and programs which are organized and coordinated by both local and international bodies such the World Health Organization to help curb the mental health menace to the individual. The child and adolescent mental health policy adopted by the world health organization for implementation is to promote the healthy development of the children's and adolescent.
The commitment of this policy is to pursue appropriate measures and strategies for achieving optimal health status and capacity of each. However, this policy recognizes that it is the responsibility of all the stakeholders in both public and the private sector to ensure that this goal is attained to help minimize the stigma and discrimination against families and patients from seeking mental health, also to ensure equal distribution of skilled human resources for mental health.
Notably, the mental health policy addresses the key barriers to increase access to effective mental health services, such as lack of public mental health leadership, lack of integration within the within the primary care, inadequate human resource for mental health. To fully assist the mentally unhealthy children, this policy outlines the prioritized action plan through stablishing special separate child and adolescent outpatient and inpatient facilities are necessary. Secondly, it suggests that all health facilities should have the adequate and appropriate infrastructure for the outpatients and inpatient mental health services. Lastly, both the private and public stakeholders should invest in the mental health infrastructure by availing drugs and resources to ensure a progressive increase in access to mental health services. His will help promote the healthy development of the children's and adolescent.
