They are often driven by the need to foster goal attainment at the organizational level. Strategic management is a broader discipline with a high level of complexity, especially when it comes to decision-making. Knowledge and information are required to break down the various strategies to simpler decision-0making units (DMUs) at the organizational level before discerning to feasibly formulate and execute strategies that guarantee a desirable level of competitive advantage (Steiss, 2019). Therefore, research and scholarly works are required to address the concept of strategic management in public organizations, from the case of the Universities in Beijing, China (Steiss, 2019).

To identify the various strategic management initiatives that are adopted in selected Universities across Beijing, China.

To evaluate the impact of the various strategic management practices and initiatives on the performance and attainment of goals in the selected Beijing Universities.

Research Questions

What strategic management initiatives and programs are adopted in the Chinese Universities in Beijing?

What is the correlation between the adopted strategic management frameworks and the performance and goal attainment rates in the Beijing public universities?

How do the Beijing Universities address strategic management issues and challenges that could otherwise jeopardize goal attainment for the public organizations?

Justification of the Study

The study is specially designed to review and report on the strategic management initiatives that are adopted in many Beijing Universities. The essence of the study is to exhaustively reveal the theories and concepts that are used in these public organizations with a sense of critical review to the way strategies are formulated, designed, and pursued at the organizational level to enable goal attainment. Other organizations can learn and improve their decision-making processes that are aligned with strategies that aim to drive performance and operations in businesses such as public universities in Beijing, China.

Literature Review

Introduction to Literature Review

This chapter aims to address the situation in the Beijing Universities in light of the strategic management practices that are tailored toward reinstituting competitive advantage for the various public organizations, which are initially purposed to benefit the general public on a wide range of spectra. Mainly, the literature review aims to borrow from ten purposely selected extant literature sources that can help in laying a background information-based understanding of the concepts and theories of strategic management. The empirical part of the study will be designed to address these theories and concepts from a case study perspective owing to what a majority of the Beijing, China universities tend to pursue the various operational frameworks and strategies through an informed managerial framework and system.

Strategic Management in Public Organizations

A majority of public organizations across the Chinese and global economies tend to focus on strategic interests toward adequately addressing the business needs and requirements of the entity. Such that, strategies that prioritize value proposition are treated as weighty and influential to the desired levels of competitive advantage for the organization (Engert, Rauter, & Baumgartner, 2016). Key to note, strategic management practices are tailored toward advocacy for proper management of operations at the organizational level (Engert et al., 2016).

Al Shobaki, Amuna, and Naser (2017) infer that planning based on accessible pieces of evidence is one of the characteristic strategic moves that transcend a more significant assortment of public institutions. The main explanation behind this premise the high dependency level on public resources and facilities for smoothened operations at the organizational level (Ferlie & Ongaro, 2015). Such that, strategic evaluations, analytical inferencing, and situational analysis are some of the core strategic activities and initiatives that are often channeled toward recognizing the essence of planning and preparedness when it comes to preparing for the uncertainties and risks that can potentially jeopardize goal attainment without unnecessarily prevention capacities from the organizational fraternity (Al Shobaki et al., 2017). Notably, public organizations tend to address the needs and requirements of a more significant assortment of members of host communities (Hu, Liu, Chen, & Qin, 2018). For this reason, strategic planning becomes core to managerial approaches for the sake of guaranteeing informed and prepared pursuance of the set of goals and visions that drive the operations of the organizations through well-defined strategies (Alfred et al., 2015).

Further, human and personnel resources play a core role in defining the way visionary goals and objectives are pursued at the organizational level. The essence of insisting on effective HR programs as part of the strategic management frameworks is to enable optimum and prolific contributions from each member of the workforce toward goal attainment (Wang & Yang, 2015). As a result, initiatives such as employee training, job enrichment, and employee motivation are some of the strategic measures that are purposely tailored toward a long-term competitive advantage for the public organizations (Ganaie & Haque, 2017).

Notably, public organizations in populous economies such as China find leadership styles influential to leading the followers toward the right channels to growth and delivery of the goals of the organization. For instance, Junni, Sarala, Tarba, Liu, and Cooper (2015) assert that inclusive transformational leadership styles have, in the recent past, been manifested as imperative to developing desired organizational cultures. The essence of this postulate is built on the premise that a focus on the people from an inclusion perspective paves the way for an in-depth understanding of their needs and requirements, especially as directives to organizational operations and their guidelines (Hu et al., 2018).

Methodology

Research Design

Some of the areas of focus for sourcing respondents were the top-performing Beijing Universities such as Tsinghua University, Beijing Language and Culture University, Beihang University, China Agricultural University, University of the Chinese Academy of Sciences, and Beijing University of Chemical Technology. An analytical approach to literature review aims to infer the relevant conclusions regarding the application of strategic management principles and theories in practice and its outcomes in light of enhancing goal attainment and performance sustenance in Beijing Universities (Trigeorgis & Reuer, 2017).

Informed respondents to the formal interviews and survey questionnaire will be used to provide factual and opinionated data in response to how Beijing Universities undertake strategic management initiatives to regulate the operations and progress of the various curriculum-based strategies to enable goal attainment. A qualitative research design befits the intentioned deliverables of the study (Almalki, 2016). Qualitative data analysis (QDA) methods such as critical thinking, logical reasoning, and correlative mapping are feasibly fit for the study as well (Sechelski & Onwuegbuzie, 2019).

Sampling and Sample Size

The purposive sampling mechanism is recommended for the study in light of the potentiality to save time and expenses while seeking the most conveniently accessible data to reach relevant findings and make relevant inferences (Ames, Glenton, & Lewin, 2019). A total of ten special scholarly materials will be selected and reserved for the literature review exercise. This approach limits the data and findings to the reasonably relevant limits to the objectives and topic of the study (Webster, 2017).
