Introduction
Public policies are essential in society because they are actions that the legal authorities undertake to improve the conditions of the citizens living in a particular area. Furthermore, public policies can be used by legal authorities to enhance economic growth. Developing a policy involves a series of steps to be followed to ensure that it is appropriately implemented. An example of a public policy issue that seeks to help the citizens is the formulation as well as the implementation of the transportation policy of Savanna. The main aim of this policy is to improve the condition of the citizen living around the area of Savanna by ensuring that they have good transport network hence they can move from one area to another easily. As a result, this paper describes the recommended policies, the rationale as to why they were chosen, the timeline, or the life span of the policy. Furthermore, the policy placement within the existing operations of the organization and finally the provision to monitor and evaluate the policy plan.
Description of the Policy Recommendations
In the previous policy implementation paper, several recommendations were provided to enhance the formulation and the implementation of the transport within the Savanna region. The first policy recommendation was the integration of stakeholder strategy. Integration of the stakeholder strategy involves bringing all the stakeholders together such as the citizens and the elders. These individuals may have their strategy on how they would the policy to be conducted. Therefore, these strategies can be included in the policy plan and help the action to be done effectively with the needs of the citizens at heart rather than what the municipality wanted.
The other policy recommendation is to include other stakeholders in the policy development program. Some of the stakeholders that can be involved in the policy include the members of the public, the mayor, the city manager, and the elders. However, other top officials from the government are allowed to participate in the policy formulation exercise. The main role that the executives from the government will play over the implementation of the new policy.
The third policy recommendation is to ensure the interest of the stakeholders. One of the ways that the policy will be successful is to meet the needs of the stakeholders, such as the general public. This recommendation would meet the needs of the people in the sense that the new transport system will enhance their condition. In most case, a member of the public uses the transport system to move from one place to another and transport goods. These factors are essential in the sense that it will help to improve the economy of that particular place.
Recommendation Rationale
While developing policy recommendations, certain reasons had to be observed. The first rationale was that the policy recommendation was actionable and this means that they can be easily performed to ensure the intended goals are met. The second rationale for the policy recommendation is that they are timely. The policy recommendation regarding the formulation as well as the implementation of the transport system comes at a time when there for a good transport system so that the members of the public can have a good time moving from one place to another as well as transporting goods. The third rationale for the above policy recommendation is that they are politically feasible hence they can be done easily.
Placement Within the Organization's Existing Operations Overview
The main organization or institution that is responsible for this policy is the local government. In the local government, various departments have been created to deal with different issues. One of the most important department is the transport department whose primary purpose is to ensure that the transport system within the municipality is effective and meets the needs of the citizens. Therefore, this policy will be placed within the transport department in the municipality.
Monitoring and Evaluation
After the policy plan has been formulated and implemented successfully, it is necessary to monitor and evaluate it. Monitoring and evaluation ensures that the policy plan is operating effecting and that it meets all the goals and objectives. Several strategies can be used to monitor and evaluate the policy plan. One of the methods that can be used to monitor the policy plan is to check in regularly to ensure that everything that was planned for is taking place (Vedung, 2017). The second strategy to monitor a policy plan is to develop deadline on when certain activities should be completed. Completion of these activities within the set deadline is an indication that the policy plan is moving in the right direction. On the other hand, getting feedback from the general public is one of the ways that can be used to evaluate the policy plan (Mayne, 2017). Positive feedback from the public a clear indication that the policy plan was successful and meeting its objectives. However, negative feedback from the members of the public shows that the policy plan was not affected. Therefore, measures have to be carried out to improve those policies. Cost is the other element which can be used to evaluate the policy plan. Reduced cost of maintenance shows that the policy plan is effective, but when the cost is high, the policy plan is not effective, and it has to be improved (Newcomer et al., 2015).
Conclusion
Concluding, the policy recommendations that have been presented are important because they will ensure the correct formulation and implementation of the policy. The main reasons for these policies recommendation include the timeliness, politically feasible and actionable. The department of transport within the local authority will be responsible for monitoring this policy. After the policy plan has been formulated and implemented it is necessary to monitor and evaluate it. Monitoring and evaluating a policy will ensure that it is moving in the right direction and that all the goals and objectives are being met
