Introduction

The article seeks to identify development of organization of public police and their strategies for policing in Anglo-Saxon countries and the countries in Europe, Asia, Africa, and South America. The areas of concentration are on police administration in small societies, large societies and the state (Whetstone et al, 2019).
It has been found out that policing in small societies is easier. In most small societies, almost all people know each other and have a set of rules that govern the community. The majority adhere to this and those who do not are ashamed and shunned. Some of these rules are based on biblical principles, for example, respect for life and property. This makes it the work of the police easier as they only chip in where there is extremism. No wonder, in rural areas only a few police officer are in patrol.
The second discussion is on large societies, the informal institutions are weaker and therefore the formal ones are stronger. This is because, in these societies, people interact with strangers and may lack common virtues which bring them together. The public interest is undermined in such societies and the workload for police is more since the rate of law-breaking is high.
The last finding is on the state and the police. This deals with the political culture and traditions of a country. More than often, it is regulated by the government. The government formulates laws which are enforced by the police in its administration. It also includes the courts which enforce justice to criminals. .Power is given to the police officers who ensure that there are order and stability in the state.
Some of the ethical dilemmas include the reluctance of people to obey new laws since they may have less moral significance as compared to the old ones. Another ethical dilemma is the conflicting interest between private and public considerations. People may be tempted to promote crime for the sake of personal gain. The police also face the ethical dilemma of maintaining order with the utmost respect for the offenders, given the power within their hands.
Conclusion
This article focused mainly on the role of police administration in maintaining law and order. The core of it is for people to live in harmony and peace (Romans 8:14). This is what is advocated most in the biblical world in that people should respect one another, love each other and live in harmony. Respect is among the most important factors. This includes respect for life and for people's properties (Exodus 20:17). The obedience to the commandments of the Bible calls also for people to obey the laws of the country.
The call for respect of humanity and adherence to the law under enactment by the police administration contributes to the administration of justice in many ways. Among the small societies, there are communal rules which are followed failure to which one is ashamed or shunned. This brings about justice administration to lawbreakers. The use of police to maintain law and order also is one of the major contributors to the administration of justice.
