Introduction
Joseph Robinette Biden Jr, popularly known as Joe Biden, stands out as the best presidential candidate in the upcoming 2020 US elections. Biden has previously served as Delaware's senator for 36 years and as the 47th US Vice President for eight years (Us Government Publishing Office,2017). During his time as a senator, Biden proved to be a strong leader who faced the nation's most pressing issues both domestically and internationally. When he served as the vice president alongside former president Barrack Obama, Biden widened his leadership prospect as he represented America in every region of the world. (Us Government Publishing Office,2017).The experience Biden has acquired as a politician over the years is sufficient to make him an excellent presidential candidate. Streicek (2020) explains that Biden is mostly supported by black and old voters and both staunch and moderate democrats. People view Biden as Obama's trustee, a perception that has earned him first place in polls. Obama's trust has made Biden a desirable presidential candidate. Biden has acquired much-needed support for his candidacy, and voters view him as a ray of hope.
In his campaign for the 2020 presidential elections, Biden has focused his strategy on the betterment of healthcare, among other issues. Biden takes the matter of healthcare very seriously, even making it personal. He believes that all Americans deserve the right to quality and affordable healthcare. He desires to give Americans the peace of mind in matters of healthcare (Biden President, n.d.). Biden wishes to expound on Obamacare, an affordable care law signed by the former president Obama with Biden as his deputy. The put many citizens at ease regarding health insurance. Obamacare ensured that insurance companies could no longer limit on policy coverage or increase premiums. It also enabled the youth who still had no employment to be included in their parent's insurance plan until the age of 26 years (Biden President, n.d.).The Act was a dream come true for American society.
However, even with the numerous advantages of this Act, Congressional Republicans and President Trump's administration seem to repel its existence, something that threatens the peace of mind of millions of citizens. Biden aspires to protect the Affordable Care Act and build on it through healthcare cost reduction, less complicated healthcare system and giving citizens a variety of choices (Biden President, n.d.). Significant political participation and voice help alleviate income inequalities and social disparities. A good politician knows that a country's aggregate performance can improve simply through enhancing the health of the lowest income earners. Primary care is based on equitable resource distribution, universal government financing, elimination of co-payments, and higher expenditure in public sources (Maeseneer et al., 2007). Biden understands the concept of primary care well, and that is why his healthcare plan stands out in the voter's eyes.
Affordable healthcare for all Americans is number one on Biden's healthcare plan. President Trump's administration has sabotaged Obamacare, which caused a reversal in progress made. Obamacare achieved a 40% drop in the number of people lacking insurance; however, the disturbances have reversed this improvement (Biden President, n.d.). Biden intends to halt the reversal and insure approximately 97% of Americans if he elected president (Biden President, n.d.). His plan for affordable healthcare includes equipping the citizens with choices, for instance, the option to have a public health insurance policy regardless of whether it is already covered. Biden intends to lower hospital and other health care providers' prices using the public insurance option. Such a choice is designed to coordinate doctors to improve care quality, providing primary care without payments. The alternative is likely to relieve small businesses who struggle to cover their staff. Biden's master healthcare plan concentrates on making healthcare affordable for all because healthcare cost is the most pressing among all Americans whether they are high-income earners or low-income earners.
In an attempt to provide affordable healthcare, Biden proposes an increase in tax credit value, which will lower premiums, thus extending coverage to a large number of working citizens. According to Biden President (n.d.), currently, families making between 100% and 400% poverty level receive financial assistance through a tax credit, which reduces premiums. Biden views the incomes deducted are too high, adding that some families make more than 400% (Biden President, n.d.). The high income renders them unqualified for financial assistance, yet they struggle in affording health insurance (Biden President, n.d.). Biden plans to remove the 400% financial assistance eligibility while decreasing coverage cost to 8.5% of income from the current 9.86% (Biden President, n.d.). This plan assures every American not to spend more than 8.5% of their income buying insurance regardless of how much they earn (Biden President, n.d.). Instead of calculating tax credits on a silver plan, Biden intends to make calculations based on a gold plan that enables more families to afford coverages with out-of-pocket costs and lower deductibles.
Another way in which Biden intends to achieve affordable health insurance for all citizens is through the expansion of coverage to Americans with low income. Biden believes that state politics should not be a deciding factor in accessing affordable health insurance; however, the case is currently different. Currently, some governors and legislatures refuse to enact Medicaid, an expansion of the Affordable Care Act. Such decisions deny citizens in need, access to Medicaid. Biden aspires to let the low-income earners who are eligible for Medicaid have a premium and free access to the public option of health insurance. This plan is for those states who have not adopted Medicaid. There is an option to move the Medicaid population to premium and a free public option for states who already adopted Medicaid. The option is open as long as the sates pay their share of coverage cost. For people earning below 138% poverty level, Biden intends to enroll them in insurance policies automatically through public schools and other programs (Biden President, n.d.). If the implementation should be as proper as the plan, America will most likely lead a blissful life, knowing that they do not have to worry about health-related expenditures.
Apart from ensuring that all Americans gain affordable healthcare, Biden also aspires to provide citizens peace of mind through a less complicated system of healthcare. Biden views the current system as challenging to navigate. In a bid to correct the system and lessen the complexity, Biden intends to insure those who are still uninsured. Those who are already insured could opt for the public option (Biden President, n.d.). Biden's plan includes a strategy to stop healthcare providers from overcharging patients, especially those in hospitalization. Biden also plans to address the issue of less competition in healthcare provision, which in turn leads to hiked prices. He intends to solve this problem through the already existing anti-trust authority. He also believes in partnerships with the healthcare workforce in a bid to find solutions for quality healthcare and low income earning health workers.
Drug Corporations abuse their power currently through high prices, making it difficult for Americans to afford their prescriptions (Biden President, n.d.). Biden's plan will see to it that outrageous exceptions are repealed, for instance, Medicare negotiating for lower prices with healthcare entities except for drug corporations. Biden will also limit costs for drug launches with no competition and high prices by manufacturers. Biden's plan explains that if elected president, Biden's secretary of Health and Human Services, will launch an independent review board to assess the value of drugs. Drugs' values will be reasonable and based on international prices. Biden also intends to allow Americans to procure prescription drugs from other countries in a bid to enhance competition (Biden President, n.d.). Drug corporations spend a lot of money on advertising, and they consider the cost of advertisement as tax deductions to decrease the taxes they owe. Biden believes taxpayers should not have to suffer the consequences, hence aspires to end the tax deduction.
Biden believes that healthcare should be for everyone regardless of their income, race, gender, zip code, and sexual orientation. Discrimination seems to have taken over in the healthcare systems. For instance, Biden, in a bid to eliminate discrimination, aspires to expand access to abortion rights (Biden President, n.d.). Biden will also strive to support health instead of rewarding wealth through eliminating capital gain loopholes for wealthy people, which allows them to pay fewer taxes or avoid paying taxes at all. According to the Biden President (n.d.), Biden intends to make people earning above $1 million to pay the highest capital gain rate.
I genuinely agree with Biden's healthcare plan. If not for the votes, then it is safe to say that Biden truly knows what ails his compatriots, and he has a solution fo it. Biden's healthcare proposal for me seems like a masterpiece, which, when in motion, could revolutionize America, not just the healthcare system but the society at large. His healthcare plan not only touches on health matters but also on more pressing issues such as discrimination, especially for people of color. Biden's healthcare plan seems to soothe the pain and suffering that the people of color have undergone for ages. Perhaps this is why Biden is popular with the black voters. Azu (2013) explained that a campaign plan is all about reaching and touching voters in ways that make them decide between one candidate over another. He went ahead and elaborated that campaign tactics are the same everywhere; however, it is the planning and implementation that matters. He acknowledges that America uses strategic campaigning, which has proven successful in the electoral process. Biden's healthcare plan is one of those strategic tactics that elevate voters' spirits.
