Introduction

After a careful evaluation of the presented scenario, I stanchly believe that both Jerry and the crew are in a difficult situation with the city administrator. According to the case, it is notable that Jerry still has the freedom to make calls. Besides, he has not been held together with his crew in the same occupational safety with the health administration. Therefore, I would logically suggest that Jerry can decide to make a call to his crew at any time to facilitate the completion of the planned task without necessarily interfering with their prior schedules. Although Jerry understands that this act is hazardous, such possibilities still exist. Ideally, such a scenario stretches the limits, and Jerry would be compelled to explain and confirm that until all the parts arrive, the task cannot be completed. Meanwhile, a definite remedy for this is when the organization communicates and interacts closely with the City's safety director.

Ethical Grey Areas in the Scenario

From the case study of this particular discussion, some of the listed ethical considerations can be deemed as grey. Conventionally, almost all organizations usually have these grey areas. They are the regions or borders of the wrong and right behaviors within the organization set-up that the interaction appears to be completely blurred (Bruhn, 2009). Unfortunately, it is in these regions that major organizational decision-making processes often take place. For this reason, their identification is essential because they can accurately present the wiggle room to help an organization cope consistently with its dilemmas. For instance, the first case is when the City Administrator makes the attempts of subjecting Jerry into the fast-track excavations. The second case presents in the scenario where one of the experienced workers suggests that the task assigned to him would not take long.

The third and last manifestation of an ethical area that lies in the grey area is the case where it is accurately stated that occupational safety director and the health administrator would not have full jurisdictions above the municipalities that are found in Nebraska. All of these ethical areas are of considerable significance to the completion of the project and tasks highlighted, yet the practices can hardly be categorized as either right or wrong. For example, it is uneasy to determine whether the worker is right when he states that the task would not take much time because it is believed that he/she is experienced enough to work within the stipulated schedule for the success of the stated tasks.

Personal Opinions on What Should Be Done

The decision concerning this case can hardly be derived, based on the fact that there is a tremendous underlying controversy between the things that should be done, and what is stated in the rules that also depicts the correct acts to be done. I believe that the idea has to be generated, but the policies and regulations were set for a reason; thus, the systems and rules stated in the must be adhered to. Upon reviewing this case study information, and understanding the vast extent of the dilemma that Jerry is undergoing, I would categorically state the task has to stop.

Furthermore, I also understand that both occupational safety directors and health administrators are not involved in the incidence. Still, Jerry must take the correct ethical measures at an individual level to ascertain that he does not impose the lives of people in danger, by failing to use the trench box, because he is in charge. Besides, the antagonizing issue, in this case, is born out of the lack of willingness by Jerry o involve the City Council members, who would report that this has not been accomplished. I would instruct the city administrator to give a call to the city council members that the activity must be stopped until a trench box is delivered before the crew is allowed into the excavation.

The most significant reason of having values about the ethics program in any organization or environment is to keep track of every activity that takes place, following the interactions and communication amongst all the parties involved, to ensure that every action is delivered to the stated standards and that all the necessary procedures and guidelines provided are strictly followed without any form of defiance. Besides, in scenarios such as the one described in the dilemma, front-line leaders or workers owes the full responsibility of experimentally or practically engaging in unfair practices. However, they understand that the delivery measures are against the guidelines and policies articulated by the occupational safety and health administrator departments.

For this reason, there lie many possibilities that the general public would subject all the blames on the workers, not knowing that the tasks ate being performed under the instructions by the person in charge. The most significant dilemma that was so dominant in the highlighted case is that the workers can efficiently able to deliver the services to completion without the trench box. At the same time, logically, it is undoubtedly that they would require the trench box for their safety while they are ongoing with the excavation task.
