Introduction

The HR 4173 was an act embraced by the Congress and the House of Representatives primarily to address the consumer protection and healthcare bill. Initially, the law was created to cater to the health of the society but failed. The first Act was meant to provide for better health care for the community, but this was never achieved because of politics. The other way that politics shaped the Act was the amendments that led to heavy taxes for the people. The Act was used in favour of the political aspirations of the members of the house and not with the public interest in mind.

The House bill failed to fix the problem of the financial sector

The Congress did not take into consideration the pressures that the society had, such as unemployment, which was the primary factor that made most citizens fail to get the recommended medical care. As a result, the consumers were exploited (Kaiser, 2013). Financial stability and unemployment pressure are the major factors that caused the politicians to push for reforms of the act. Public opinion also played a significant role in the changes in the Act.

Pressures that led to problems in the financial sector

Financial stability was the first pressure because the public suffered due to high taxes after the act encountered changes. The other influence was that some people in the society could not afford the Medicare as instituted by the Act due to unemployment (Kernell et al., 2018). This made the Congress figure out ways to create more jobs, but failed because it was a difficult task. The public views indicated that the taxpayers were suffering a lot as a result of the amendments.

How political circumstances could have affected the House Bill if they had been different

Congress has always dictated on consumer choices. By so doing, they make determinations on business operations, which as a result led to the country losing its competitiveness (Kaiser, 2013). One political mistake that Congress made was to take charge of almost all sectors. This made the regulators have excessive powers that were appropriate of command-and-control technique. Also, the economic status of America found on the Principles of the free-market was efficient for use and the creation of jobs

Deals that could have been crucial for the success of the House Bill

Republicans must put into consideration deals such as the financial regulatory reform bill, to address the significant matters that have been ignored by HR 4173. First, the economic, regulatory reforms have to prevent the Democrat's permanent bail-outs funded by the taxpayers for their Wall Street allies. The other deal that should be of major concern is to bring change to the Government Sponsored Enterprises. This can be accredited to the meltdown of housing and the escalation of the financial crisis, which led to an increase in taxes (Kernell et al.,2018).

Conclusion

Unemployment and failure of the Congress to address the significant concerns of the HR 4173 made citizens of the United States to suffer from high taxes since most of them could not meet the requirements of the Act. However, since the amendments of the Act were political, the Congress did not have the interest of the people at heart while making that amendment. Even after the bills, consumer exploitation was still rampant.
