When the cities start developing, their rate to the disaster and climate tends to increase rapidly. About half a billion of the people mainly live along the coastlines, which increases their vulnerability to sea-level rise and storm surges. In the build of the cities which work, sustainable, resilient, and inclusive needs the requirement of intensive policy coordination and the investment choice (Roberts, 33). Once it is built, the physical form and the land use pattern could be locked for the generations, leads to the unsustainable sprawl. Hence, the local and the national governments have an essential role in playing in taking of an action, on how to shape the future of the development and to the creation of the opportunities to all.
