Introduction

The States of New York has one of the complicated and unique drug distribution and trafficking laws in the United States of America. Not only are the dug policies notoriously complicated, but they are also harsh and extremely confusing. New York judicial system is not pro-active for pursuing drug-related cases; thus, making it a total failure when handling issues related to drug-offenses (U.S. Attorney's Office, 2014). Due to its failed system, drug offenses have increased over the last decade, especially substance abuse that involves heroin and cocaine. Besides, there are different classifications of felonies for substance possession. In an FBI investigation conducted in the United States of America, especially New York City, the U.S. Attorney's office made claimed that the like of Adolphus Butt, Timothy Smart, Ladu Tariq, and Cedrick Johnson were allegedly among the masterminds of a drug trafficking and peddling between New York and the Middle District of Pennsylvania (U.S. Attorney's Office, 2014). The ring of operations occurred in motels, and the substances sold included cocaine hydrochloride, crack cocaine, and heroin, but due to the ineffective judicial system, these culprits were presented in court since they were presumed innocent until proven guilty.

Of all the illegal substances tracked by organized crime division, drug trafficking and peddling are the most infamous and have received structured attention over the last decade. The numbers of individuals in New York City, whose deaths are caused by substance abuse and misuse have increased over the years (U.S. Attorney's Office, 2014). Drugs are highly connected to the crime in multiple ways. The most essential and the link is the fact that possession, manufacturing, and distribution of drugs are illegal. Drugs such as cocaine, heroin, and marijuana, among others, are classified under abuse potential since they are related to crimes through the effects they initiate on the user's behavior and by initiating the likes of violence and other illegal misconduct that can lead to drug peddling and trafficking (statelaws.findlaw.com, 2020). The scopes of victims of crime are broad since they fall under any age, gender, race, or ethnicity. Besides, victimization can occur to any person, family, community, and the offense itself may be to a human being or property (statelaws.findlaw.com, 2020). The impact of crime on a victim depends on a variety of elements; unfortunately, often, crime victimization has essential impacts on emotional, mental, physical, and social impacts.

New York is the third most densely populated state within the U.S. borders. Roughly a one-half reside in the city, and it is the most ethnically diverse urban community in the nation. People from roughly a hundred nations live in the city. Major ethnic communities include Asians, Colombians, Jamaicans, and Puerto Ricans, among others. FBI statistical data highlight that these communities host some of the dreadful drug trafficking organizations as well as criminal cartels since they tend to blend smoothly. With the availability of secure transit systems such as the couriers in the buses and trains, the drugs are trafficked easily, primarily through Pennsylvania Station in New York since it serves Amtrak's East Coast hub. It is one of the busiest stations serving millions of passengers. The community is highly composed of drug distribution cartels that make the safety of the state unpredictable, for instance, some of the known and feared gangs include the Bloods 'violent gang that originated in Los Angeles and composed of African Americans,' the Latin Kings, which is a Hispanic gang, and the Mara Salvatrucha, a gang that originated in El Salvador and is known for their violent and warfare tactics.
