Introduction
The implementation phase involves Designing and Rulemaking. The determination of rules is essential in the gun laws specifically to individuals with mental health illnesses. One of the rules should elaborate that those individuals with mental health problem need not own guns or any other weapon that may endanger their lives and that of others. The designing of the implementation processes should involve defining the mental health status and aligning them with gun control policies or laws as established by the security department (National Conference of State Legislatures, 2018). In the process of implementation, the policymakers need to ensure that there is enough expertise drawn from both the governmental and healthcare agencies. In other words, the staff should consist of the individuals who understand the healthcare as well as gun control policies.
Directing and Controlling
The process of implementation needs to have control measures. The director and controller need to direct all the activities involved in the implementation process.
Managing Human, Financial and Other Resources
In the process of implementation of the healthcare policies involving gun control, to ensure efficiency, there is the need to enhance the management of human (National Alliance for Mental Illness, 2018). The management needs to incorporate the hierarchical system whereby the policymakers are organized to provide elaborate mechanisms in the implementation process. Incentives should be given to increase the employee's moral. There is also the need to improve the process of remuneration to motivate effective policy implementation processes. When it comes to financial management, there is the need to consider an effective and clear business plan which should stipulate how the organization will finance various activities, including payment of workers. There is also the need for the management to know and understand the day-to-day costs of running the implementation process.
Main Agenda
The main agenda in the process of implementation is to integrate gun control policies with healthcare policies. Specifically, there is a need to consider mental health status in the process of implementing gun control policies. The establishment of the working agenda, organizing the work, planning the work, as well as the organization of the work, need to be promptly observed in the process of implementation to ensure successful results.
Rulemaking-Directing and Controlling
The executive, as well as the staff, need to develop and promulgate the regulations as well as the policies that involve the integration of both the healthcare policies and gun control policies (National Conference of State Legislatures, 2018). There is the need to set broad policy mandates through the passage of statutes, and after that, the directors and controllers should ensure more detailed regulations through the process of rulemaking.
Rules for Rule Making
In the process of rulemaking, the staff, the directors, and the controllers need to consider all the factors, both the healthcare and the gun control factors while formulating rules and regulations. In the process of implementation, there is the need to consider establishing or publishing the implemented policies so as the correction can be done or restructuring of those policies that do not coincide with the expected regulations.
