Introduction
Smithville has experienced the rise in personal property damage thus, developing a community policy to reduce the incident in the locality. According to Greene, [1988] community policing refer, to a way of patrolling to prevent the rise in offense in society through cooperation with the citizens within the affected area. Due to diverse people, living in the community may have caused the alarming crime rate. Smithville comprises eight races living in it with the high percentage of the youth. The inactive forms a significant percentage of almost 35.5% making this is one of the reasons why a lot of property is damaged. A crime survey was conducted to enable the proposal to be implemented as shown below:

Due to the above survey conducted by the statistician to know the amount of criminal damage, it leads to the implementation of plans to curb the high rates. As a result, the Smithville community came up with an idea to help prevent the damage. The designed plan is shown below;
Develop Better Communication Systems
The concerned authority in Smithville community should provide the emergency number to report crime incident ones they happen. Use of the crime survey to give priority to profoundly hit areas with the crime to reduce the crime rate.
Build the Cordial Relationship with the Youth
Since, the highest crime rate records show the kid to be highly involved, need to have warm interaction with the child can initiate a low crime rate. Identifying projects that can undertake the relationship between the youth and the community and support them in the program will reduce the damage.
Engage the Concerned Authority in Solving Efforts
Respect to the administration from the community can help come up with best solutions to the crime rate. The interested individual gives respect to the officers concerned. Hence, it will not be hard for the offenders to adapt to the set regulations.
Development and Involvement of Personnel
This will help build the relationship within the community and proper problem-solving techniques. The corps will also offer training and use force where necessary to the group involved on how to live without necessarily dealing with crime.
Establish Emergency Management
Emergency management units will help handle the damage in time before it gets worse due to the emergence of risks. Development of risk and hazard management teams will enable the concerned authority to have easy work to treat the crime with easy and cheaper.
Aim at Major Crime Locations and Offenders
Using the obtained crime survey data, we able to locate the most hit places with damage and location of offenders.
A practical strategy to use to circulate the community-policing model will be the use of seminars involving the community and the law enforcement organization. Though the method will be expensive and time, consuming it will reach everyone within the city to get the developed community policy.
Federal, state and local law enforcement work together with agencies, through the coordination and liaising for better advocacy by the state laws and objectives. The agencies create a communication channel to recognize and enable communication through the set agencies to know the culprits and the crime they are associated.
SARA model refers to the concept and practice to solve problems in a more democratic, fair and open way. According to Fredrickson, [1988] the approach provides necessary information to the authority on how to address crime and damage caused by offenders.
SARA approach is applied in community policing through the prevention of crime and construction of a mature relationship within the community. The model helps identify and evaluation of corruption in the society hence, the police work in hand with the community to solve problems occurring in the city. This is done through the identification of the leading cause of the damage and use of problem solving to help find a long-term answer. This will help the community to gain the trust of the police and assurance of their security when they trust the concerned authority on their safety.
The model cannot be used in every jurisdiction because some cases may be involved and will need more techniques to handle them.
