Soft power signifies a form of "meta-power". Meta-power focuses on determining social relationships, social structures, and conditions through changing the medium of possibilities and positionings that prompt social actions (Gallarotti 12-13). The main discrepancy between soft and hard power can be explained in the following way: Soft power is expressed through different policies, qualities, and actions that are favorable and not coercive to other nations (Gallarotti 10). Hard power functions primarily through dependence on tangible power resources which are more unswerving and intimidating in nature (Gallarotti 10-11).
