North Battleford Canada, is considered the capital of crime in the country following the high levels of violent crimes registered in the city. Several residents, including past victims, assailants, and other stakeholders give their take on the source of crime and possible solutions. Clint Stalnacker, a stab victim and survivor of robbery with violence, recounts his ordeal at the hand of three youths who attacked him and left him for dead. Two of the assailants, one only 19 years old at the time and the other 16 years old are currently serving prison sentences for the crime. Clint denies any racial motivation to the attack and calls for an objective view of the problem. The owners of a convenient store, Wally's Food Basket, which has been a favorite for violent attacks and criminal activities recount their encounters with crime in the small city. Mona and Ian Jeong, the owners of the store, have both been victims of several crimes. Ian was assaulted with a hatchet by a fourteen-year-old boy recently while before that, Mona survived an attempted robbery with a fake gun. Sergeant Neil Tramble of the RCMP shows some of the most dangerous parts of town but downplays the severity of crime in the area. Some residents such as Darrel Arnold have decided to take action and patrol the streets, informing the RCMP if they witness any criminal activities. City bylaw officers have also been empowered to assist the police force in maintaining law and order. Despite these efforts, crime in the city has not fallen but instead has spiked.

The statistical data tool used is descriptive statistics, specifically measuring central tendency to show the prevalence of crime and quantitative methods to judge the severity of the crime. Descriptive statistics use indexes such as averages to portray the state of events. The statistics show that since the inception of Statistics Canada in 2009, North Battleford has led in crime severity in the country with a crime index five times the mean index of Canada.

3. Outline what the police chief (Inspector John Sutherland) has discovered and what he feels the solution is. John Sutherland, the police chief, has discovered that more than a third of the crimes committed in the city can be directly traced to eight individuals but insists arresting them does not solve the problem. Sutherland states that these men suffer from social malfunctions and mental challenges and it is these that need solutions. In agreement with these sentiments Nick Caudron, who has been arrested on numerous occasions admits substance abuse has been a great contributor to his criminal past. Moreover, Ray Fox, a retired indigenous city councilor, thinks most of the eight chief contributors to crime are indigenous people. He suggests historical wrongs and religious oppression have left the indigenous people hollow and they turn to crime to fill these gaps. These arguments outline the cause of the problem. The criminals are merely a symptom of them, and for long lasting effect, these are the problems to be tackled. Herb Sutton, the community's safety coordinator, comments that if the criminals get arrested, but the underlying causes do not get solved, other criminals will merely occupy their vacancy. He suggests looking out for each other, community barbecues and cultural appreciation to ease crime in the city. Most of the budding criminals are youths with some as young as fourteen years old as in the case of Ian Jeong. Surely this scenario indicates a deeper problem in society. Exposure to drug abuse especially at an early age and pent-up anger from past crimes are among these causes of crime in North Battleford. As stated by Sutherland, crime fighting in North Battleford is a gradual process and persisting on the right methods will eventually yield results.
