Introduction
Therefore the main focus of the paper is on my work as a police chief to help in the calculated communication within an organization entailing the police departments. The approach I would use to conduct the research and interpret the situational analysis for my hometown. The strategic approach is fundamental because it helps in making up the roadmap that ensures success in implementation and planning. Thus in conducting my research, I would prefer to use the strategic approach below;
Capacity building - the approach helps in strengthening the knowledge, skill, and abilities of individuals and making improvements in the administrative structure and processes to efficiently and effectively meet the needs of the community sustainably (Vardarlier, 2, p. 238).
The tool I prefer to use to gather my information is the:
Questionnaire - a checklist of questions concerning the organization, will be distributed to the sample population so that I will be able to interpret the situational analysis of my hometown from the answers I will get from the questionnaires.
Goals and Objectives of My Proposed Communication Plan
Once I get the situational analysis, I will make recommendations for the actual strategic communication activity. The proposal captured in the strategic summary entails aims and objectives. My goals are; improving the organizational relationship with its stakeholders to enhance its reputation.
The objectives will be under the goals to make them realistic. And the targets are supposed to be SMART to complete the goal it serves. Thus the objectives will be; to enhance organizational reputation through improved relationships within an organization and to meet the needs of the community in a more sustainable way.
The Target Group of My Communication Plan
My communication plan will dwell on the police department and some external stakeholders. The reason for involving the police and some stakeholders is that planned communication in an organization under the police department is a major concern.
General Communication Strategies of My Proposed Plan
The overall communication strategy of my proposed plan will entail some key sections which includes; the executive summary, the description of what communication process is to the non-communication- trained decision makers, the background that led me to need the plan, the formative research, and the planned summary, the schedule of implementation and lastly monitoring and evaluating the project (Vardarlier, 2, p.463).
The rationale of the communication strategies is that they provide an essential conceptual framework of the interventions both social and technical undertaken by the organization meet its set objectives.
First 4 Main Steps of the City’s Department Communication Plan
The Formative Research (Situation Analysis)
The first is to conduct formative research so that to find out the issues facing the organization. Developmental research can either be primary or secondary. Where in original primary research is conducted so that to address the specific problems in the organization? Secondary on the other hand involves adapting an already done research that relates more closely to the current organizational situation (Hoover, 1, p.16).
Strategic Summary (Goals, Objectives, Strategy, and Tactics)
The second step is the strategic briefing which relies on the situational analysis which is written. The recommendations are made here for the actual vital communication activity, and they are captured in a strategic summary. The strategic summary involves setting goals and intents (Hoover, 1, p.16).
Budgeting
Once the recommendations are set in the planned summary and then backed up plan and pre-emptive implementation, the conversationalist is required to budget the action as capable as it is expected by the business manager (Hoover, 1, p.18).
Summary Research (Evaluation)
It is the final step, and it makes a full circle where the communicator needs to conduct research again to determine whether the strategic statement efforts have achieved the objectives. The monitoring and evaluation are performed all the way to establish any required course corrections for it to remain on target. The final assessment here helps in setting up for victory in the preceding cycle of actions (Hoover, 1, p. 79).
