Introduction
There are various reforms and policies opted for by the ministry of health in the USA to try to put them into practice to gap the issues affecting the various populations. The vital goal of implementing such strategies is to try to target specific populations to have access to the cost-effective and quality health care system. Most policies and strategies are usually made and discussed in Senate and most podiums with the main agenda of the betterment of service delivery to the population as a whole thus reducing the various menaces that affect the people in different geographical areas. The policies and reforms are opted to be well illustrated and depicted in a well-designated manner to create a more reliable and valid form of healthcare in the nation. The problem for poor implementation of various reforms usually arises due to the lack of adequate capacity to depict and illustrate on the importance they are opted out of the reforms to be put in place. Healthcare remains the most significant sector since the health of every state depends predominantly on the reforms and policies made daily for its economic and healthier aspects to be realized. The United States remain to undergo daily advancements on the health reforms and policies due to the placement of most leaders being responsible and able to handle issues affecting health sector as prior to their occurrence (In Avers et al. 2012).
The policy that is opted to be put in place in the USA for the betterment of services delivery is the one on the changes to be made on the coverage expansions and delivery systems to be advanced together for the efficiency and effectiveness to be realized to the different populations living in the United States. The delivery and payment of health care should be reformed with the expansion of the health coverage for the achievement of quality and cost-effective form of healthcare to be attained. The coverage expansion helps in addressing the underutilization of the resources opted for care. The issue of coverage expansibility affects the most populations that are not insured thus creating a lot of drifts that are difficult to be cooped up within the healthcare system (National Research Council (U.S.). 2011). On the other hand, the delivery reform is essential since it aids in increasing the quality of health care. Also, the successful payments aid in the gapping of the slower growth cost and the increasing affordability to the ordinary citizens with lack of insurance covers for health.
The policy on coverage and payment is termed to be financially sound since it enables each to acquire health coverage insurance at affordable prices. The improvements are opted to increase the number of American citizens into purchasing the coverage since it is more valuable and affordable to all the people. The aspect of modeling in this helps in predicting the impact created by the delivery systems policies and the achievement of the reasonable increase in quality. For the implementation of this reform to adhere to there is shown of some legal, ethical and political effects that the nursing professionals must term them thoroughly. The millions of Americans populations are opted to get the health insurance cover as by 2019. The essence of the absence of the expansions of coverage there is still configuration of the figures opting to rise predominantly with low hesitation of the numbers to get the help of the reform on the health care system of United States of America (Committee on Oral Health Access to Services (U.S.). 2011).
The state that this reform is put into practice is the United States of America. The aspect of global goals of the health care on the achievement of the universal healthcare for all humans in the world is linked to this reform through the aspect of gaining quality and affordable health coverage for any U.S citizen. The interrelationships between the goals of the health care system to the policy help in giving the best affirmation of the strategy to be used for the betterment of the health of the people with objectives of reducing cost and administering quality health care to the different individuals at affordable prices. The policy is broadly determined to gather for the various niches and issues experienced in the population of people with lousy health care coverage. The universal health care coverage is very crucial in reducing problems of health that affect most populations of different areas due to the lack of right coverage for the insurance of health as the central aspect of humankind.
Various strategies should be followed and adhered to for the reform to be felt and have an impact on the populations. The policy has a lot of importance, but there should be well-established strategies to gain more competency and advancement in the field of healthcare. As a professional nurse who is registered in the nursing council, I have the obligation of the making sure that I aid in the prevention of the illness and promote on the health care systems of the people of different populations. The diverse populations depend on the same reforms and policies to gain the same quality and affordable healthcare since the aspect of equity remains to prevail in the land were are rules and regulations to be followed (Buttaro et al. 2016). The various steps should be undertaken with the aspect of having full health coverage for all Americans. The first step is on leading Medicare through the implementation of the precise and clear vision of transitioning the payments to aid promote honestly that inclines the quality of healthcare.
The second strategy is on developing and promoting important, consistent and broad availability of information on the cost and quality of the health care services. Thirdly, is on the promotion of integrated approaches of delivery through the provision of the feasible way of planning the local delivery units on the aspect of accountability. It helps in the introduction of new payment modes that reduce the cost growth and advance on quality of services to different populations. Lastly is on the encouragement of more efforts to be put in regional and state levels to assist in private and public payers which include Medicare and Medicaid. The payers help in full participation of both public and private initiatives that aim at better performance measures that aid in payment and advantage the policies that intend to appraised the element of accountability for the quality and cost-effectiveness to be realized predominantly (Talbot et al. 2010).

In conclusion, the current reform on coverage and payment of the health insurance is a policy that aids mainly in mitigating the cost and raising the affordability aspect for all people to feel appreciated and well gathered for by the healthcare systems of their countries. The reform remains to play a critical role in the advancement of various issues affecting the health sector thus aid in gapping the diverse populations to the center of equity and share of resources on health care.
