You are working the evening shift on patrols with your Skylark PS partner, Sgt. Vachon, when you drive past Harley’s Roadhouse. Sgt. Vachon, who has 18 years experience, has recently been transferred back to patrols after a seven-year stint with the Skylark PS Drug Section. Your watch supervisor, Staff Sargeant (S/Sgt.) Toonis, has noticed that in your year and a half of service on patrols, you have a keen interest in drug work and believes that you will have much to benefit from being partnered with Sgt. Vachon. In your first patrol past Harley’s Roadhouse, you both noticed that there were three males standing near the front doors milling around. Both you and Sgt. Vachon know through intelligence reports that Harley’s Roadhouse is a known hangout for drug dealers, especially street-level crack cocaine. Sgt. Vachon tells you he had worked undercover a few times over the years in Harley’s Roadhouse and tells he recognized one of three males standing out front as an old drug target. Sgt. Vachon knows there are no ongoing undercover operations targeting patrons at Harley's Roadhouse. Sgt. Vachon suggests that you two conduct a little static surveillance from an observation point that won’t draw any "heat." Sgt. Vachon is familiar with this spot from his days on drug section. By the time you set up static surveillance, there are only two males out front of Harley’s Roadhouse, one of whom is the drug target Sgt. Vachon knows. A few minutes later, Sgt. Vachon tells you he just saw a hand to hand drug transaction between the last two males, including the one of whom he knows from his drug section days. You saw the same thing, but in your mind, you are not sure if you saw a hand to hand drug transaction or two guys shaking hands. Sgt. Vachon tells you after the hand to hand, the male that Vachon does not know, cupped his right hand and then put the item in the band of his baseball hat. Sgt. Vachon says "lets roll"…
