SECTION I

From the above risk analysis of the water supply system using CARVER, the most vulnerable component of the system is the industrial park. No special equipment is required to launch an attack on the industrial park. The other components are not as vulnerable as the industrial park. Most of the other components have a vulnerability scale of 1, with the exception being the pump station and reservoirs with a vulnerability scale of 2, and BC hydro penstocks and watershed management, which both have a vulnerability scale of 4. A vulnerability scale of 4 implies that the threat must be well equipped or experienced to perform the attack on the specified component of the water supply system. The scale of 1 implies that the threat must posses very highly specialized equipment, must be very experienced, and must be well trained to launch an attack on the component. Basing on this information, I would say the possible terrorist attack directed at the industrial park, which has a vulnerability scale of 10.

SECTION II

Transportation sector- This sector is a concern because it might be the source cause of the incident. There are reports that A CSX transportation train derailed in the Howard Street Tunnel under the streets of Baltimore. Some of the concerns include; what made the train derail? Is the transport system built well enough? Will the transportation sector be able to recover from the incident?

Water supply sector- this is a concern because after the train derailed in the streets, a 40-inch water main that ran above the tunnel ruptured. Some of the concerns with the water supply sector include; why did the main water rupture? Is the water supply system built well enough to be relied on during operations? When being built, did the engineer consider such an incident happening and causing such havoc? What are the affected areas as a result of the incident regarding water supply?

Firefighting sector- this sector is a concern because of their response to the incident that needs examination. The concerns are how fast they responded to the incident, how they handled the incident, what they did right and did not do right, is the firefighting sector well equipped to handle such incidences in the future?

SECTION III

Current transportation needs and actions

Removing train cars

Closing roads and other transport network connecting with the location of the incidence.

There is the use of the traffic system to alert road users of the incident.

Top three priorities post-incident are and why

Making and implementing new policies on what trains should be allowed to carry- the heavy load the train was carrying is perhaps the reason the train derailed leading to the incident. Making new policies that regulate what the trains' carriage will play a role in ensuring such incidences do not happen in the future.

The tunnels, roads, and another transport system in Baltimore checked to determine if they are in good working condition. It is because some of the transport systems are old and might not be in proper working condition. Such might have resulted in the train derailing; checking them and making necessary changes will ensure such incidences do not happen in the future.

Charging CSX transport: they are the most to blame for the incidence, charging them would mean they are paying for their blunder. Also, the money used to pay the rescue teams to reimburse the affected people and other uses.

SECTION IV

Repairing the electricity for about Baltimore 1200 electricity and gas customers that were knocked out by the incident.

It is also by reimbursing the affected people and businesses for their losses.

Repairing electricity power lines and transformers in the city
