So, It might be possible that not only moped rental companies are giving out moped to people and not by individuals or residents to others. This is not mentioned anywhere in the claim. So even if the moped rental companies reduce their giving outs, the accidents are not reduced as the number of mopeds more or less remain the same. The author needs to give this information that what percentage of mopeds on the road are from rental companies and how many from individuals residing there. As far as the figure goes, how the reduction in mopeds from 50 to 25 per day bring about exactly 50% reduction in the registered cases of accidents? There is no proof of this delineated in the claim. The proportional decrease in the number of mopeds brings proportional decrease in the number of accidents. This should have been supported with more numbers. The survey of Seaville town is from last year and may not be valid for Balmer for this year as population distribution might be different. Also in Balmer island, population increases only in summer and not in other times. So it might be that when population recedes, the number of accidents might go down on its own and there would not be any need to decrease the nouber of moped rentals. The author need to provide this data to support his claim.
Therefore, in its present form, the given argument is flawed and unconvincing due to lack of adequate evidence in support of its claim. And before implementing the laws to curb moped accidents, the island Council must take into account the various factors connecting economy and tourism, the local climate and the peoples agony and safety in the same chain. With careful consideration of each factor, it must set rules that will be mutually beneficial to each faction.
