Human rights watch is on profit organization with presence all over the world. It was founded in 1978 (Human Rights Watch, 2019). The organization seeks to investigate and record incidences of human rights violation. As an organization, the Human rights watch is guided by three principles which include investigate, expose and change. The organization is able to investigate incidences of a human rights violation by working with a team of researchers who duty is to uncover facts that provide indisputable details on abuse of human rights (Human Rights Watch, 2019). The organization exposes facts on violation of human rights by giving details of their findings and sharing them on social media, online platforms and News media often report on ours. Human Rights Watch change strategy involves meeting with the parties involved. The organization meets with the government, rebel groups, firms, United Nations and other stakeholders to ensure there is a policy change, laws enforced and justice served.

Implementation Strategy

Human Rights Watch conducts regular, systematic investigations of human rights abuses around the world. The organization actively researches, reporting and advocating for change in almost 100 countries. Choice of countries is based on where the organization feels they are needed to make a difference. The organization responds to emergencies as well as long-standing or deteriorating human rights problems.

Inputs

To execute such activities, the inputs required include human resources, traveling vehicles, materials, and finances. The human resources form the driving force of the organization and encompass the staff and a team of researchers. The team comprises of a team of 80 researchers whose work are established, proven and consistent methodology based on information gathering from a broad range of sources and with field-based research at its core. The researchers are permanently in the field within or close to the location of focus on in places such as Bujumbura, Cairo, Bangkok among others. Other researchers are based in the main office in New York and are regularly sent on assignments to conduct field investigation, interviewing victims and witnesses to ensure that the human rights stories are given preference in their reporting and advocacy. Human Rights Watch works with local society activists, lawyers, and journalists and seeks an audience with government personnel (Human Rights Watch, 2019). In areas where the researchers are permanently situated they follow developing stories through the media, the output of other peer organizations and research communities. The organization also ensures that the local researchers are in continuous phone communication with local activist communities through phone and email.

The research adopts research on incidences of violation of human rights and the appropriate advocacy model. The research involves identifying victims, perpetrators, and personnel responsible for addressing or stopping human rights violation. The research methodology adopted also involves identifying steps or measures to be taken to reduce human rights violation. The research also identifies stakeholders who are influential and who can be useful in advocating for human rights (Human Rights Watch, 2019).

To conduct the research, funds are required in addition to various materials such as stationeries and commuter means such as vehicles. These form the demanding parts of a strategic plan since they must be available and the organization must be ready to provide and execute without failure.

Outputs

The outputs are the anticipated or expected results of the plan and these include a positive impact on the human rights perception among the target groups such as the LGBT.

Expected Outcomes

Any project strategic plan has expected outcomes after the plan has been executed. It expected that the strategic plan will produce an effective research study that will be significant in transforming the lives of many people.

Performance Measures

A good strategic plan would require measurement of the deliverables, inputs, outputs, and outcomes to establish if the objective is being achieved. Hence, in the above project strategic plan, the performance measures will be seeing that the set items are being achieved without failure or any hiccups whatsoever. The evaluation of the performance of the plan can be done through the use of feedback which is filled by the respondents and then assessed to determine the strength of the plan, areas to rectify or receive appreciation on. The reports given by the implementation team will also form part of the performance measures. Performance evaluation allows the organization to identify the possible opportunities that can be exploited and improve the plan in future endeavors.

Implementation of Strategic Management System

The process of strategic management is categorized into three stages namely strategic planning, strategic implementation and strategic control (Misankovaa & Katarina Kocisovaa, 2013). The implementation of a strategic management system is the most crucial and versatile item in an organization. Its success is ensured by the organizations an entity which implies that employee, managers and the transformed corporate culture. Majorly, the implementation requires the bringing of the strategy into existence and becoming integrated into the decision-making structure of the organization. The strategic implementation is summarized in the figure below;

From the figure above, strategic planning requires the presence of inputs, outputs, strategic planning and support and formulation of strategy. According to Slavik (2009), the first stage of implementation is creating an appropriate organizational structure. The organization structure will be created in such a way that it can accommodate the implementation team. A team comprising of three members will be set and used to oversee the implementation process of the strategic plan. The team will coordinate everything including setting up a communication system to relay information to every party involved in the implementation process. The implementation team will also perform the role of assigning the responsibilities to various members of the organization and explain the roles to be executed and how it will be achieved. This way, everything will run smoothly as expected since every event will be tracked as it occurs and flaws identified along the way.

The second process involves the setting out of the administrative tools such as plans, budgets, and policies that will guide the implementation and the entire process of the project plan (Anastasia, 2017). These are the drives that necessitate the running of the process without them the process night fail for lack of capacity to execute. Before the start of the entire implementation process, the employees must be prepared since they are always inclined towards resistance. Hence, the resistance to change must be addressed by preparing them using Kurt Lewin's three-stage model namely unfreezing, change and refreezing. Once all the employees are aligned towards one direction, then it will be appropriate to implement the strategy through the actual performance of tasks and activities of the plan. The actual performance of the tasks and activities involves translating the plan objectives into events and activities. During the actual performance, the implementation team leads and controls the performance of the activities or the tactics being implements at various levels of the organization. The progress of the actual performance finally leads to actual results, outputs and expected outcomes of the plan.

Public Sector Strategic Planning Efforts and Private Sector Strategic Planning Efforts

Selection and hiring of researchers focus on selecting of a team of researchers who are passionate and committed to human rights and have existing expertise in fields of law, journalism, local and national level civil activism and academic research (Human Rights Watch, 2019). Most of the researchers are drawn from peer organizations. On the other hand, the public sector such as NASA draws researchers from within rather than outside (NASA, n.d.). Many of the public organizations do not outsource or obtain researchers from peer organizations.

Researchers are organized geographically in Africa, America, Asia, Europe and Central Asia and the Middle East and North Africa and a separate program in the United States. The organization is grouped in for arms which include Business and human rights, children rights, disability, environmental health rights, terrorism, and counter-terrorism, health, and human rights international justice which include lesbian, gay, bisexual & transgender rights, refugees and women rights. In some instances, the public sector setups offices in various countries but mostly the offices are located within the country since they are meant to serve the citizens of the parent country. The researchers work under the supervision of divisional or program directors and core departments such as legal and policy. This ensures the achievement of high standards and accuracy balance and persuasiveness (Human Rights Watch, 2019). The organization selects its research topics based upon guiding principles of the organization. Contrary, a public organization selects topics based on the issues pressing the general members of the public and the government guides on the progress of the issue.

During emergencies, the researchers record the happenings quickly and thoroughly as possible therefore researchers are required to be within the locality or are deployed immediately. The organization focuses on selected areas where they will conduct the research. When investigating systematic or repeated human rights violation rather than specific incidents the organization employs first identifies the best locations to interview victims, conducting an extensive literature review, media reports, and background (Human Rights Watch, 2019). Also, the organization liaises with local activists who assist them to access interviewees. This is connatural to the public sector where the investigators must liaise with the locals to obtain relevant information.

In conclusion, Human Rights Watch works on major cities in war tone nations such as Syria, the Philippines, South Sudan, and other countries (Human Rights Watch, 2019). The organization is guided by international human rights and humanitarian laws and respect for the dignity of each human being. The strategy discussed herein entails conducting regular, systematic investigations of human rights abuses around the world. In the achievement of the agenda, the organization actively researches, reporting and advocating for change in almost 100 countries. Such activities are grounded on a strategic plan in order to attain expected outcomes.
