The first stage of the process will be concerned with looking for a representative to sponsor the bill to make it viable. After this, it will be moved to the second stage of the committee. Here the policy will be studied and put on a debate calendar. Discussions on the policy amendment as well as its possible solutions take place (Abood, 2007). If the committee passes the policy, it is then forwarded to a different committee for further debate, and voting for its next stage takes place.
