Introduction

The purpose of public policy is to set the course of action over a given period by government officials but not as individuals. These policies are either what the government chooses to do or not to deal with a puzzling circumstance. The concept, of public policy, entails who acquires what, why, and what disparity it makes. Explicit is also known as a nominal cultural policy that a government categorizes as such (Ahearne, 2009). Explicit cultural policies always identify culture differently with certain hallow forms of creative expression, thereby diverting interest from other forms of policy action on culture. The implicit analogy of public policy comprises an effective cultural system and politically enhanced strategies to work. It is easy to differentiate between the unplanned artistic adverse effects of various policies and the intentional course of action planned to change cultures using implicit cultural policies.

What is the Public Agenda Surrounding Public Policy?

The Agenda surrounding public policy is based on the demands agreed by decision-makers. It's weighed according to the political urgency of the policymakers. Agenda setting is not an irrational process; however, it involves striving to identify the problem. In regard to Smidt, 2012). Public Agenda is a nonpartisan and public organization devoted to building democracy and increasing opportunities for entire Americans. Public agenda aids in putting the government in check hence promoting quality services to the public, especially the education sector, in improving the teachers' and students' working and learning conditions, respectively; hence boosting the economy.

Is the Policy Appropriate or Inappropriate

The policy is appropriate for the reason that it plays an important role in raising a country's GDP, especially industrial policy. Countries growing faster are usually engaging in international trade, unlike poor countries, which are only involved in import and export taxes, which results in a low growth GDP ratio (Chima, and Freed, 2005). Any rational economic policy has to depend on the level of a country's economic and social development. Williamson stated that Latin America, Africa, or Europe would have non-tariff trade barriers that were recommended whether the economy is developing or in transition.

What Resources does Public Policy Provide?

Public policy provides many resources to the people; for instance, it offers networking, especially during annual conferences. It also offers learning opportunities, internships, and helping those venturing into public policy (Smidt, 2012) professions to develop the skills and expertise they require to be successful in this field. The American Society for Public Administration (ASPA), the biggest professional public organization in the entire world, is focused on advancing the art, science, educating, and encouraging public and nonpartisan administration practice. The bill should be implemented since it provides various benefits to society. According to Ahearne (2009), cultural policy plays an important role in theatre and art. It is created to preserve and protect cultural goods and values, enhance cultural creativity, and establish a cultural field. Cultural policies develop various fields of interest, and even the issue of heritage is addressed, parks, zoos, and even libraries and museums are included in the education sector through the public. According to Kurin (2004), UNESCO was formed in 2006 to centralize arts education to a world plan for human development and social transformation sustainability.

Does it address that Public Problem?

The policy addresses public problems; the economic policy provides ways to add small additions to education's growth rate. If everything is done correctly, the growth might be tremendous for developed economies such as that of the United States. Economic liberalization in Latin America is a good example of how these policies have largely addressed the public problem (Jerath, et al., 2016). The cultural policy also plays a critical role in addressing the public problem because both are deeply associated with major financial support. United States Office, local public authority, and a state agency, the federal agency do the same on top of that.

Have there been Any Amendments to the Public Policy?

A balanced budget amendment, this constitutional rule requires that any U.S. state cannot spend more than it generates, in this case. It must balance between expenditure and the projected receipts. According to Dickler and Shaw, (2000), the amendment aims at putting the politicians in power in check by restricting them from making uncountable and irresponsible short-term decisions while in office. This amendment, therefore, brings higher fiscal discipline.

What Was the Reason for the Amendments?

The balanced budget amendment was passed in the U.S. in every state except Vermont. A balanced budget minimizes overspending and limits politicians from misusing public funds allocated in their respective States (Dickler, and Shaw, 2000). However, the legislature is allowed to suspend the rule when and only when there is a national emergency, war, or recession.

What Are The Advantages And Disadvantages of The Public Policy?

The cultural policy brings cultural heritage and opportunity through funding, taxes, and education. Culture is an anchor to speed up and change failed schools. Also, it's a way to reclaim the role of America in the world. Art has aesthetic value since it enriches, glorifies, expresses, and amuses. On the other hand, the USA has no cultural ministry; therefore, cultural programs are highly fragmented, making it difficult to administrate NEA, which is not a ministry of culture. Children from a lower socioeconomic status, popularly known as SES (Springer et al., 2015) in the U.S., are at risk for obesity.
